The conference was held in a hybrid format, connecting the main venue at the Diên Hồng Hall of the National Assembly to over 37,000 sub-venues of ministries, sectors, localities, agencies, and units.
The event was honored with the presence of General Secretary To Lam; President Luong Cuong; former Presidents Nguyen Minh Triet (attending from Ho Chi Minh City) and Truong Tan Sang (attending from Long An); Prime Minister Pham Minh Chinh, and former Prime Minister Nguyen Tan Dung (attending from Ho Chi Minh City); National Assembly Chairman Tran Thanh Man; former National Assembly Chairpersons Nguyen Sinh Hung and Nguyen Thi Kim Ngan; Permanent Member of the Secretariat Tran Cam Tu; former Permanent Members of the Secretariat Le Hong Anh (attending from Ho Chi Minh City) and Tran Quoc Vuong; Politburo and Secretariat members; former Politburo and Secretariat members; leaders of ministries, sectors, and localities; along with over 1.5 million delegates.
The conference was broadcast live on Vietnam Television (VTV) and Voice of Vietnam (VOV).
As per the agenda, at the conference, Prime Minister Pham Minh Chinh presented a lecture on the core content of Resolution No. 68-NQ/TW, dated May 4, 2025, by the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW.
National Assembly Chairman Tran Thanh Man presented a lecture on the core content of Resolution No. 66-NQ/TW, dated April 30, 2025, by the Politburo on innovating the building and enforcement of laws to meet the requirements of national development in the new era, along with the plan to implement Resolution No. 66-NQ/TW.
General Secretary To Lam delivered an important speech providing guidance for the conference.
Finally, Head of the Propaganda and Education Department and Mass Mobilization Nguyen Trong Nghia delivered a speech to receive the guidance of the General Secretary and to direct the propagation, dissemination, and implementation of Resolutions No. 66-NQ/TW and No. 68-NQ/TW of the Politburo.

Prior to the conference, at the main venue of the National Assembly, delegates visited the exhibition “Achievements in Building and Enforcing Laws” and “Achievements in Private Economic Development,” along with booths showcasing products of private enterprises.
