On May 18, Prime Minister Pham Minh Chinh presented a keynote address on the core content of Resolution 68 by the Politburo on the development of the private sector and the plan for its implementation.
The Prime Minister highlighted the significant growth and contributions of the private sector, accounting for approximately 50% of the country’s GDP and employing nearly 1 million businesses across all sectors. He also emphasized the emergence of large conglomerates with regional and global reach.
“Resolution 68 sets ambitious targets for the private sector by 2030 and a vision for 2045, with eight groups of tasks and solutions that embody a spirit of innovation and breakthrough reforms,” said the Prime Minister. He also announced that the Government has directed the Ministry of Home Affairs to prepare for a nationwide movement to encourage people to thrive and contribute to the building and protection of the nation.

Emphasizing the importance of clear distinctions between criminal, administrative, and civil responsibilities, the Prime Minister assured that the Government aims to facilitate private sector access to vital resources such as land, capital, and high-quality human resources.

Earlier this month, on behalf of the Politburo, General Secretary To Lam signed Resolution 68-NQ/TW, outlining targets such as reaching 2 million operating businesses, achieving a business density of 20 per 1,000 people, and having at least 20 large enterprises participating in global value chains by 2030.
The resolution also sets goals for growth rates, GDP contribution, employment, and technological advancement, aiming for Vietnam’s private sector to be among the top three in ASEAN and top five in Asia. By 2045, the vision is for Vietnam’s private sector to actively engage in global production and supply chains, with a target of over 3 million operating businesses and a contribution of more than 60% to the country’s GDP.
