Vice Prime Minister Tran Hong Ha has recently approved an investment proposal for a mixed-use urban, eco-tourism, and golf course project in Khoai Chau district, Hung Yen province. The project spans over 990 hectares, encompassing seven communes and bordering the Red River to the north and west.
The master plan for the project divides it into four sub-areas: an eco-residential area with a premium golf course (accommodating approximately 3,500 people); an eco-residential area integrated with an eco-golf course (1,800 people); a commercial and service urban area (29,700 people); and a themed park and green space.
The golf course, spanning over 240 hectares, features a total of 54 golf holes, including 36 standard holes and 18 auxiliary holes. Additionally, the project allocates approximately 7.3 hectares for social housing and nearly 99 hectares for the themed park.

Project Perspective.
With a total investment of nearly VND 39,800 billion (over USD 1.53 billion), the project includes approximately VND 4,100 billion for compensation and resettlement support. The project is slated to operate for 50 years, with a development timeline from Q2 2025 to Q2 2029.
Strategically located adjacent to the capital city of Hanoi, coupled with its large-scale investment and the involvement of international developers, the project is expected to boost the real estate market in Hung Yen and its surrounding areas.
The region also benefits from several key transportation projects, including the Ring Road 4, the Thai Binh-Hung Yen expressway, and the Kenh Dong Road, which connects residential clusters and industrial parks.
Notably, the nearly VND 12,000 billion Ngoc Hoi Bridge, slated to commence construction in September 2025, will directly link southern Hanoi to the center of Hung Yen, with Khoai Chau serving as a strategic transit hub.
According to the latest market report by Batdongsan.com.vn, Hung Yen is among the provinces with the highest level of interest on the platform. Specifically, land prices in Khoai Chau district have increased by an average of 102% over the past 12 months, with current average prices reaching VND 29.7 million per square meter.
Experts from Batdongsan.com.vn anticipate that as transportation and urban infrastructure are completed, real estate values in Khoai Chau will establish a new price level.
A real estate broker commented, “Khoai Chau currently offers prices that are 30-40% softer than Van Giang, but it’s starting to exhibit elements of a modern urban area. This situation is similar to the development cycle in the outskirts of Hanoi during the 2019-2020 period.”
Another broker shared that the market has become more vibrant since the Lunar New Year, especially with the news of the nearly USD 1.5 billion urban project.
