5 New Salary Scales Effective from 2026

The Ministry of Home Affairs has released an update on the progress of developing new salary scales based on job positions. According to the update, in line with Conclusion No. 83-KL/TW of 2024 by the Politburo, the Central Economic Committee (now the Central Policy and Strategy Committee) was assigned to preside over the mid-term review of Resolution No. 27-NQ/TW of 2018.

There are expected to be 5 new salary scales and 9 new allowance regimes

Among the key points of Resolution 27-NQ/TW is the development of 5 new salary scales for officials, civil servants, public employees, and armed forces personnel based on job positions, professional titles, and leadership roles, replacing the current salary system. The transition from the old to the new salary scales will ensure that employees’ salaries are no less than their current income. These 5 salary scales include:

Leadership Salary Scale: Applicable to officials, civil servants, and public employees holding elected or appointed leadership positions within the political system, ranging from the central to communal levels.

Professional and Occupational Salary Scale: Designed for civil servants and public employees who do not hold leadership positions, following the ranks of civil servants and professional titles of public employees.

Military Officer and Public Security Officer Salary Scale: Constructed based on positions, professional titles, military or police ranks, and ranks.

Professional Military and Technical Public Security Personnel Salary Scale: Applicable to professional members of the military and public security forces.

Defense and Public Security Worker Salary Scale: Aimed at ensuring a relative balance in the remuneration of armed forces personnel compared to administrative civil servants, as is currently the case.

9 New Allowance Regimes

The Ministry of Home Affairs also proposed 9 types of allowances under the new salary regime

Along with the development of the new salary scales, the Ministry of Home Affairs has also proposed 9 types of allowances under the new salary regime. These include: Allowance for seniority beyond the framework, regional allowance, responsibility allowance, mobility allowance, preferential allowance according to profession, allowance for working in areas with particularly difficult socio-economic conditions, allowance according to the classification of administrative units and the ranking of public service units, and a separate allowance regime for the armed forces.

Implementation Roadmap

According to Conclusion 83-KL/TW of 2024 by the Politburo, the implementation of the new salary scales and allowance regimes will take place after 2026, following the completion of the system of job position catalogs within the political system.

The Central Policy and Strategy Committee will preside over the mid-term review of Resolution 27-NQ/TW, coordinating with the Ministry of Home Affairs and relevant ministries and sectors to assess the feasibility and suitability of this proposal.

This salary reform is expected to motivate officials, civil servants, public employees, and armed forces personnel, contributing to improved service quality for the people and enhanced efficiency of the state apparatus.
