On May 23, Ho Quoc Dung, Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council of Binh Dinh, announced that the Provincial Party Committee Standing Committee has finalized the list of key officials for the 58 newly merged communes and wards. The specific list is expected to be announced in early June 2025.

The Binh Dinh Party Secretary said that within one year, if the new leaders do not meet the targets, they will be replaced.
This personnel arrangement has caused some concerns among officials regarding their capabilities, qualifications, and ability to perform their new duties, as it involves the transfer of leaders from provincial and district levels to the commune level, as well as the appointment of some division-level officers as commune-level secretaries and chairmen.
“The Provincial Party Committee Standing Committee has decided to boldly arrange officials for the time being,” emphasized Ho Quoc Dung. “However, if they fail to meet the targets and fulfill their tasks within one year, they will be replaced.”
To support the new leaders, Binh Dinh will implement training programs, especially in digital transformation, to enhance their knowledge and skills for the new working context.
Starting July 2025, Binh Dinh will officially operate with a two-tier administration (provincial and communal levels), eliminating the district level. This means that the communal-level government will be strongly decentralized, taking charge of various administrative procedures such as land-use right certificates, personal procedures, and other administrative services for citizens and businesses.
