
The Hoai Nhon-Quy Nhon Expressway, spanning over 70km in Binh Dinh province, boasts a total investment of more than VND 12,400 billion. The Quy Nhon-Chi Thanh Expressway, stretching 61.7km across Binh Dinh and Phu Yen provinces, boasts a total investment of over VND 14,800 billion.
According to Project Management Unit 85 (PMU 85), the investor, the Hoai Nhon-Quy Nhon Expressway has completed more than 72% of the contract, while the Quy Nhon-Chi Thanh Expressway has achieved over 74% of the contract value. The construction progress of key items such as roadbed excavation, K95 and K98 embankment construction, and stone grading is on track.
Between now and the technical opening day (August 19), the construction value of the two routes must reach VND 4,000 billion, with an average daily construction volume of VND 45-50 billion. The 108km of the two routes is expected to be opened to traffic on August 19. PMU 85 is focusing on directing contractors to expedite construction to meet the deadline.
Regarding the rest stops along the expressways, Binh Dinh Provincial People’s Committee shared that there are two rest stops in Binh Dinh province. The rest stop in Phu My District has completed compensation and site clearance, providing a clean site for the investor and contractors to commence construction.
For the rest stop in Hoai Nhon Town, although all compensation and site clearance plans have been approved, with a total budget of over VND 12 billion, the investor has not yet transferred the funds. As a result, Hoai Nhon Town has not been able to implement the compensation payment according to the approved plan.
To expedite site handover, Binh Dinh province has requested the Ministry of Construction to direct Project Management Unit 2 and the investor, a joint venture between the Vietnam Petroleum Group and Thua Thien-Hue Petroleum Company, to promptly transfer the full amount to Hoai Nhon Town for payment. In response, Project Management Unit 2 has committed to urging the investor to disburse the funds promptly as per regulations.
Deputy Minister of Construction, Mr. Nguyen Viet Hung, assessed that both projects have received tremendous support from the local authorities in terms of site clearance, and the quarries are ready. The remaining task for the investor is to supervise the contractors to accelerate construction and ensure the technical opening of the two expressways before August 19, meeting the expectations of the local leaders, residents, and promoting socio-economic development.
Addressing the request from the People’s Committee of Phu Yen province regarding road restoration, Deputy Minister Nguyen Viet Hung instructed the investor to commit to restoring all borrowed roads to their original state and repairing any damaged sections during the project implementation before the project completion, ensuring the safety of local residents.
