The Ministry of Home Affairs has finalized the draft decree on decentralization and devolution of tasks related to state management in the field of home affairs. The draft is currently under review by the Ministry of Justice.

Regarding the task of stipulating regional minimum wages for laborers working under labor contracts from July 1, 2025, the Ministry of Home Affairs shared that the draft decree has issued an appendix listing the communal-level administrative units (remaining unchanged or newly formed after July 1, 2025) to which the four regional minimum wage levels stipulated in Decree No. 74/2024/ND-CP on regional minimum wages for laborers working under labor contracts will apply.

The appendix of communal-level administrative units issued together with the draft decree also clearly defines the communal-level units to which the regional minimum wages of the six centrally-run cities will apply.

In Hanoi city, communes applying the level-II regional minimum wage include: Phuong Duc, Chuyen My, Dai Xuyen, Van Dinh, Ung Thien, Hoa Xa, Ung Hoa, My Duc, Hong Son, Phuc Son, Huong Son, Minh Chau, Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Ba Vi, Yen Bai, Phuc Tho, Phuc Loc, and Hat Mon. The remaining wards and communes will apply the level-I regional minimum wage.

In Hai Phong city, the level-II regional minimum wage will apply to Bach Long Vi special ward and the following wards and communes: Chu Van An, Chi Linh, Tran Hung Dao, Nguyen Trai, Tran Nhan Tong, Le Dai Hanh, Kinh Mon, Nguyen Dai Nang, Tran Lieu, Bac An Phu, Pham Su Manh, Nhi Chieu, Nam An Phu, Nam Sach, Thai Tan, Hop Tien, Tran Phu, An Phu, Ha Nam, Cam Giang, Cam Giang, Tue Tinh, Mao Dien, Ke Sat, Binh Giang, Duong An, Thuong Hong, Gia Loc, Yet Kieu, Gia Phuc, Truong Tan, Tu Ky, Tan Ky, Dai Son, Chi Minh, Lac Phuong, Nguyen Giap, Phu Thai, Lai Khe, An Thanh, and Kim Thanh.

The communes of Thanh Ha, Ha Tay, Ha Bac, Ha Dong, Ninh Giang, Vinh Lai, Khuc Thua Du, Tan An, Hong Chau, Thanh Mien, Bac Thanh Mien, Hai Hung, Nguyen Luong Bang, Nam Thanh Mien are expected to apply the level-III regional minimum wage. The remaining wards and communes will apply the level-I regional minimum wage.

In Hue city, communes applying the level-II regional minimum wage include: Thuan An, Hoa Chau, My Thuong, Vy Da, Thuan Hoa, An Cuu, Thuy Xuan, Kim Long, Huong An, and Phu Xuan. Communes A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4, and A Luoi 5 will apply the level-IV regional minimum wage. The remaining wards and communes will apply the level-III regional minimum wage.

In Danang city, the level-II regional minimum wage is expected to apply to the following wards: Hai Chau, Hoa Cuong, Thanh Khe, An Khe, An Hai, Son Tra, Ngu Hanh Son, Hoa Khanh, Hai Van, Lien Chieu, Cam Le, Hoa Xuan, Tam Ky, Quang Phu, Huong Tra, Ban Thach, Hoi An, Hoi An Dong, and Hoi An Tay; and the following communes: Hoa Vang, Hoa Tien, Ba Na, Hoang Sa special district, and Tan Hiep.

The level-III regional minimum wage is expected to apply to Dien Ban, Dien Ban Dong, An Thang, Dien Ban Bac wards, and the following communes: Nui Thanh, Tam My, Tam Anh, Duc Phu, Tam Xuan, Tam Hai, Tay Ho, Chien Dan, Phu Ninh, Thang Binh, Thang An, Thang Truong, Thang Dien, Thang Phu, Dong Duong, Que Son Trung, Que Son, Xuan Phu, Nong Son, Que Phuoc, Duy Nghia, Nam Phuoc, Duy Xuyen, Thu Bon, Dien Ban Tay, Go Noi, Dai Loc, Ha Nha, Thuong Duc, Vu Gia, and Phu Thuan. In Ho Chi Minh City, communes applying the level-III regional minimum wage include: Ngai Giao, Binh Gia, Kim Long, Chau Duc, Xuan Son, Nghia Thanh, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Phuoc Hai, Long Hai, Dat Do, Long Dien, and Con Dao special district.

The level-II regional minimum wage will apply to Binh Khanh, An Thoi Dong, Can Gio communes, and the following wards: Phuoc Thang, Ba Ria, Long Huong, and Tam Long. The remaining wards and communes will apply the level-I regional minimum wage.

In Can Tho city, the level-II regional minimum wage will apply to the following wards: Ninh Kieu, Cai Khe, Tan An, An Binh, Thoi An Dong, Binh Thuy, Long Tuyen, Cai Rang, Hung Phu, O Mon, Thoi Long, Phuoc Thoi, Trung Nhut, Thot Not, Thuan Hung, Tan Loc, and Soc Trang.

The following communes will apply the level-III regional minimum wage: Phong Dien, Nhon Ai, Truong Long, Thoi Lai, Dong Thuan, Truong Xuan, Truong Thanh, Co Do, Dong Hiep, Thanh Phu, Thoi Hung, Trung Hung, Vinh Thanh, Vinh Trinh, Thanh An, Thanh Quoi, Hoa Luu, Dong Phuoc, Thanh Xuan, Tan Hoa, Truong Long Tay, Chau Thanh, Phu Huu, Vinh Hai, Lai Hoa, and the wards of Vi Thanh, Vi Tan, Dai Thanh, Nga Bay, Phu Loi, Vinh Phuoc, Vinh Chau, Khanh Hoa, Nga Nam, and My Quoi.

The Ministry of Home Affairs proposed that the Government issue the decree in June 2025, with effect from July 1, 2025, to align with the directions of the Government and the Prime Minister and to implement the two-level local government model.

The current regional minimum wages are stipulated in Decree No. 74/2024/ND-CP dated June 30, 2024, by the Government, with four regional levels. Accordingly, the current minimum monthly wages are 4.96 million VND in region I, 4.41 million VND in region II, 3.86 million VND in region III, and 3.45 million VND in region IV. The corresponding hourly minimum wages are 23,800 VND, 21,200 VND, 18,600 VND, and 16,600 VND, respectively.

As per regulations, the minimum wage is established based on regions and announced by the Government upon the recommendation of the National Wage Council. The minimum wage is the lowest wage paid to laborers performing the simplest work in normal working conditions, ensuring their minimum living standards and those of their families, in alignment with socio-economic development conditions.
