On May 23, the management board of Van Phong Economic Zone expressed concern over the slow progress of land clearance for the construction of the coastal road project connecting Van Luong commune in Van Ninh district to Ninh Hoa town. The delay has hindered the project’s commencement.

Additionally, the supply of filling material for the project has been hindered due to the depletion of mineral resources in nearby mines, affecting the construction schedule.

According to the management board, the allocated budget for 2025 is VND 400 billion (from central government funds), but disbursement as of mid-May reached only nearly VND 30 billion (over 7.3%). Due to the lack of cleared land, the contractor has only worked on pier M1 and cast the beams for Hien Luong 2 Bridge in Van Ninh district, along with roadbed excavation and prefabricated concrete structure construction.

The coastal road in the Van Phong Economic Zone is over 20 km long, traversing Van Ninh district and Ninh Hoa town, with a total investment of over VND 2,000 billion. It was inaugurated in late 2024.

The road is designed with a 30-meter-wide surface, including two car lanes and one bicycle lane on each side. The starting point of the route connects to the north of Hien Luong 2 Bridge in Van Ninh district, and the endpoint joins National Highway 26B on the right in Ninh Hoa town. The construction is expected to take three years, from 2024 to 2027.

The project includes key components such as transportation infrastructure, stormwater drainage systems (bridges and culverts), lighting, seawalls, and sidewalks. Upon completion, the road will provide direct access to Van Phong International Airport.

Given the challenges faced by the project, the management board of Van Phong Economic Zone proposed that the Department of Agriculture and Environment promptly appraise the documents so that the People’s Committee of Van Ninh district can approve the estimate, select a unit for measurement, and expedite land clearance. Simultaneously, they requested the People’s Committee of Van Ninh district to finalize the dossiers, compensate, and hand over the cleared land by July.

Additionally, they urged the People’s Committee of Ninh Hoa town to urge the Center for Land Fund Development, the People’s Committee of Ninh Diem ward, and Ninh Tho commune to accelerate the progress and ensure the delivery of cleared land by August 2025.

According to the Van Phong Economic Zone Management Board, if the land is cleared, they aim to disburse the entire VND 400 billion in public investment capital allocated for 2025.

The Van Phong Economic Zone spans approximately 150,000 hectares, with over half consisting of water surfaces and the rest comprising land and islands.
