Mr. Tran Van Tai, Director of the Social Policy Bank (SPB)- Quang Binh Branch, stated that, in implementing the social housing loan program under Decree 100/2024/ND-CP, SPB – Quang Binh Branch has sent a document to various departments to continue coordinating and promoting the social housing loan program.

Simultaneously, they have been running promotional programs on Quang Binh Newspaper and Radio-Television, as well as initiating a disbursement drive for social housing loans…

However, there is a large amount of idle capital, totaling VND 90.6 billion, including VND 88 billion from central sources and VND 2.6 billion from local sources.

This situation arises due to the absence of social housing projects in the locality, resulting in a non-existent demand for social housing loans. At present, SPB – Quang Binh Branch has only been implementing loans for individual construction and repair of houses, but even then, there aren’t many borrowers.

According to a director of a district-level SPB in Quang Binh, the low disbursement rate of social housing loans is not only because there are no social housing projects in Quang Binh Province but also because households are reluctant to borrow for new construction or repairs due to the high-interest rates.

As per the government’s regulations, the interest rate for social housing loans is 6.6%/year, whereas many commercial banks offer lower rates than this.

The bank has only been able to disburse loans to customers for individual house construction and repair.

It is known that, in the past, Quang Binh Province has also promoted various incentives to invite businesses to invest in social housing, but so far, not a single social housing project has been commenced; all targets and project numbers remain on paper.
