Unified Content of the Draft Investment in Expanding Phu Quoc Airport

In the afternoon of May 21, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting on the Resolution for investment in expanding Phu Quoc International Airport. At the meeting, the delegates highly agreed on the necessity to issue the Resolution and basically agreed with the contents of the Draft Resolution on investing in expanding Phu Quoc International Airport.

Appreciating the proactive and urgent implementation of multiple tasks by the ministries, sectors, and local authorities, Deputy Prime Minister Nguyen Chi Dung agreed on the policy of expanding Phu Quoc International Airport to serve APEC 2027 in the form of investment; delegating or authorizing the People’s Committee of Kien Giang province to decide or approve the investment policy, adjust the investment policy, following the prescribed procedures.

Along with this, the People’s Committee of Kien Giang province must perform the above task with a high sense of responsibility, proactively, and without any mistakes or violations. With the goal of ensuring progress and leaving a remarkable and long-lasting impression, becoming a world-class destination, the Deputy Prime Minister suggested creating the best conditions to mobilize all resources for the construction of this project.

Earlier, on May 16, the Government Party Committee issued Document No. 209-CV/ĐU on mechanisms and policies for projects. The Prime Minister also issued Decision No. 948/QD-TTg dated May 17, 2025, on assigning tasks to the People’s Committee of Kien Giang province to prepare the conditions for infrastructure to successfully organize APEC 2027, along with six mechanisms and policies to speed up the progress.

The Ministry of Finance has closely coordinated with ministries, sectors, and the People’s Committee of Kien Giang province to complete the draft and submit it to the Government for issuing a Resolution on investing in expanding Phu Quoc International Airport. The Resolution includes four main contents:

First, unify the policy of investing in expanding Phu Quoc International Airport to serve APEC 2027 in the form of investment prescribed in the Law on Investment (not applying the PPP form).

Second, delegate to the People’s Committee of Kien Giang province the authority to decide or approve the investment policy, adjust the investment policy, and follow the procedures as for projects under the authority of the People’s Committee of the provincial level. This authority belongs to the Prime Minister as prescribed in Article 31 of the Law on Investment; however, the Government issues a Resolution to adjust the delegation of authority to the province as prescribed in Clause 2, Article 8 and Clause 2, Article 32 of the Law on Government Organization.

Third, regulate the transfer of airport infrastructure assets from the Ministry of Construction to the People’s Committee of Kien Giang province.

Fourth, propose special mechanisms to shorten the project implementation time, ensuring completion before October 2027.

Expanding Phu Quoc Airport in Preparation for APEC 2027

Organizing the APEC 2027 Summit in Phu Quoc City, Kien Giang province, is an important national political task, closely linked to the sustainable development of Phu Quoc, affirming Vietnam’s and Phu Quoc’s position on the international arena.

Therefore, expanding Phu Quoc International Airport is extremely important, providing a basis for early investment and timely operation to serve the APEC 2027 Summit.

Therefore, the Vietnam Aviation Authority has established a plan for Phu Quoc International Airport, ensuring alignment with the Master Plan for the Development of the National Airport and Airfield System for the period 2021-2030, with a vision towards 2050, and Kien Giang province’s planning.

According to the plan, Phu Quoc International Airport will have a total planned area of approximately 1,050 hectares, with an investment capital of VND 26,572 billion by 2030 and a vision towards 2050 requiring an additional VND 25,791 billion. With this investment, the airport will be expanded to a target capacity of 18 million passengers per year, 4.5 times the current capacity (4 million passengers per year). The goal by 2050 is to upgrade the airport to a capacity of 50 million passengers per year.

The highlight of Phu Quoc International Airport is the passenger terminal, which is designed based on the idea of a phoenix bird spreading its wings, symbolizing national prestige and pride. The terminal will also be equipped with the most modern operating technologies in the world, including check-in without going to the airport, automatic baggage sorting, and biometric identification technology, reducing the time for immigration procedures to 15-30 seconds per person…

Notably, Phu Quoc Airport will have two runways, with the existing runway extended to 3,500 meters and a new runway built with a length of 3,300 meters. The apron system will be expanded to over 100 parking positions, including 45 parking positions for wide-body aircraft, including modern jet bridges, meeting the needs of international and domestic passenger service.

Especially, the VVIP terminal of Phu Quoc International Airport will be newly constructed, aiming to meet the standards for receiving the aircraft of national leaders attending the APEC Summit. After APEC, the VVIP terminal will be used for international operations or aviation services for important events.

The VVIP terminal project is designed by Italian architect Marco Casamonti, the “father” of the iconic Kissing Bridge in Phu Quoc. The design of the terminal is inspired by the eagle ray fish, symbolizing freedom and agility in the ocean.

The designer of Phu Quoc International Airport is CPG Singapore, with the direct involvement of Steven Thor, Vice President of CPG Consultants. It is known that Mr. Thor has over 30 years of experience in architectural design.

With the simultaneous implementation of strategic projects, including the planning to expand Phu Quoc International Airport to a capacity of 18 million passengers per year before APEC 2027, the island city is gradually affirming its position as a new international economic, tourism, and conference center in the region and the world. These projects not only serve APEC 2027 but also provide a foundation for Phu Quoc to break through, attract investment, enhance competitiveness, and deeply integrate into the next phase.
