The Tax Department for Region I (managing Hanoi and Hoa Binh) has issued a directive to guide taxpayers in properly completing invoices and handling violations.
The department has instructed management and business support division heads and tax team leaders to supervise tax officials in monitoring the issuance and use of electronic invoices by taxpayers under their management.

The tax authority will focus on monitoring and inspecting invoice issuance for goods sales (from 2024 onwards) by manufacturers, traders, and commercial distributors in the following industries: gold and silver; medicines; construction materials; fertilizers and animal feed; gas and fuel; consumer goods; commercial concrete; and furniture.
“Extracting electronic invoice data to review and identify risks and anomalies in issuing invoices to buyers that do not comply with regulations in terms of form and content (especially failing to include the tax code of the buyer who is a business with a tax code) is required,” the Region I Tax Department stated.
Based on the extracted electronic invoice data showing risk indicators, the management and business support divisions and tax teams will develop plans to conduct inspections at the tax office premises.
If taxpayers cannot provide justifications or evidence that the issuance and use of electronic invoices comply with regulations, the tax authority will handle the violations. In cases of high-risk indicators or legal violations, the tax office will propose inspections at the taxpayers’ premises.
The Region I Tax Department clarified that when issuing electronic invoices for goods and services to buyers, especially to households and individual businesses, taxpayers must include the tax code/citizen identification number, unless the buyer is a specified individual consumer.
In case of errors in the issued invoices, adjustments or replacements should be made as per the regulations.
From June 15, 2024, gold businesses that do not issue electronic invoices connected to the tax authority will have their licenses revoked. This directive was issued by Prime Minister Pham Minh Chinh during a meeting on monetary and fiscal policies held on May 16, 2024. The goal is to enhance gold market management, narrow the gap between domestic and international gold prices, and combat tax evasion in the gold business.
The issuance of electronic invoices in the gold business is stipulated in Decree 123/2020/ND-CP and Circular 78/2021/TT-BTC. Accordingly, enterprises must use electronic invoices with codes provided by the tax authority and ensure data connectivity with the tax management system.
As of June 15, 2024, gold businesses that fail to issue electronic invoices connected to the tax authority will have their licenses revoked.
