Illegal Construction Along Hai Tien Beach: Authorities Take Action

On May 24, the People’s Committee of Hoang Tien Commune, Hoang Hoa District, Thanh Hoa Province, reported that the District’s Economic Infrastructure Department had worked with representatives of EURO Tourism and Trading Company Limited (referred to as EURO Company). The company had constructed multiple illegal buildings along the Hai Tien beachfront, and authorities have taken action by issuing a fine and requesting the removal of the unauthorized structures.

Illegal constructions by EURO Company popping up along the beachfront have been discovered by authorities but remain unaddressed.

Mr. Hac Xuan Tho, Chairman of Hoang Tien Commune People’s Committee, stated that the district had issued a fine against EURO Company for constructing buildings that violated planning regulations on land leased from the Thanh Hoa Provincial People’s Committee. However, Mr. Tho could not provide the exact amount of the fine, as it was under the district’s jurisdiction.

Additionally, the district has ordered EURO Company to dismantle the illegal structures within 90 days. It is puzzling that these violations have persisted for several months, with Hoang Tien Commune People’s Committee issuing multiple documents requesting their removal, yet the company has ignored these demands.

By granting a 90-day grace period (equivalent to three summer months), the district is essentially allowing these illegal structures to remain operational for business as usual during the peak tourist season.

Nguoi Lao Dong journalists have made multiple attempts to contact the Hoang Hoa District People’s Committee to understand their handling of the situation, but have not received a response as of yet.

The structures were partially constructed when journalists visited on April 23, and the Commune People’s Committee had ordered their removal.

As previously reported by Nguoi Lao Dong, on March 15, during an inspection of construction order in Hoang Tien Commune, authorities discovered that EURO Company had illegally built public bathrooms and showers near the seawall bordering Hoang Hai Commune. The inspection revealed five structures, two of which had walls erected, two had completed concrete foundations and columns, and one had a concrete foundation. The Commune People’s Committee ordered a halt to construction and demanded removal by March 31.

However, as of April 1, EURO Company had not complied with the removal order. The company negotiated with the Commune People’s Committee, requesting permission to plant grass, pave walkways, install lighting, and set up mobile public bathrooms, with a deadline of April 17, 2025.

Instead of being dismantled, the structures now have completed roofs and are being used for business operations, as observed on May 21.

After April 17, EURO Company failed to present approval documents from authorized agencies for adjustments to the planning of certain items related to the illegal construction site.

On April 23, Hoang Tien Commune authorities conducted an inspection and found that the company was continuing to complete the roofing of the illegally constructed buildings, despite the Commune’s resolute intervention.

As the violation handling was beyond their jurisdiction, Hoang Tien Commune People’s Committee reported the case to the Hoang Hoa District People’s Committee and the Economic Infrastructure Department for further handling. However, as of May 24, no action has been taken.

The beach area has been occupied for business operations, and despite interventions, the situation remains unresolved.

Hai Tien beach has been one of the most popular tourist destinations in Thanh Hoa Province for many years, attracting millions of visitors annually. However, the illegal construction of buildings along the beachfront is tarnishing its image. In addition to EURO Company’s unauthorized structures, at the Flamingo Linh Truong Resort (Hoang Truong Commune), local residents have encroached on the beach by setting up tents and stalls, obstructing access to the beach and reducing the available beach area, causing dissatisfaction among tourists.
