On May 24th, the Management of the Ninh Thuan Department of Industry and Trade reported to the Provincial People’s Committee on the implementation of power business projects under the Power Development Plan VIII and the results of reviewing projects according to the adjusted Power Development Plan VIII in the area.
Specifically, according to the Power Development Plan VIII, there are 22 renewable energy projects in Ninh Thuan Province. The province has approved 8 projects with a total capacity of 2,677MW for investors to implement. These include the Phuoc Hoa Pumped Storage Power Plant, the Bac Ai Pumped Storage Power Plant, the Phuoc Huu Wind Power Plant, the Vietnam Power Wind Power Plant No.1, the Cong Hai 1 Wind Power Plant (phase 1 and phase 2), the Phuoc Nam – Enfinity – Ninh Thuan Renewable Energy Power Plant, and a portion of the capacity of the Hanbaram Wind Power Plant.

Many renewable energy projects in Ninh Thuan are facing obstacles.
According to the Management of the Department of Industry and Trade, many large-scale projects are facing obstacles related to pricing mechanisms, administrative procedures, and land clearance. For example, the Bac Ai Pumped Storage Power Project of the Vietnam Electricity Group (with a capacity of 1,200 MW, located in Bac Ai district, with a total investment of VND 21,101 billion) is expected to start generating electricity from the first turbine in December 2029 and complete the entire project by 2030. However, this project is delayed due to the unapproved land price coefficient and crop prices for compensation calculation.
The Phuoc Huu Wind Power Project of Hanoi-based Ha Do Thuan Nam Wind Power One-Member Co., Ltd. in Ninh Phuoc district (with a capacity of 50MW, an area of 9.84 ha, and a total investment of VND 1,730 billion) is expected to be completed and put into commercial operation in the fourth quarter of 2025 but is currently delayed due to the Ministry of Industry and Trade’s failure to issue wind power prices for 2025.
The Phuoc Hoa Pumped Storage Power Project (with a capacity of 1,200MW and a land area of 87.5 ha in Bac Ai and Ninh Son districts, with a total investment of about VND 22,865 billion) is also facing difficulties due to the slow issuance of the pricing mechanism, making it impossible to calculate feasibility and mobilize capital…
Facing these difficulties and obstacles, the Ninh Thuan Department of Industry and Trade proposed that investors continue to coordinate with the locality to prepare conditions for project commencement, especially in site clearance.
Regarding the electricity price framework, the Ninh Thuan Department of Industry and Trade will advise the Provincial People’s Committee to continue proposing to the Ministry of Industry and Trade to soon issue the 2025 price framework for wind power.
The department will also propose the Provincial People’s Committee to direct relevant departments to shorten the time for handling internal procedures to ensure the progress of project commencement and completion.
For projects that have not yet selected investors, Ninh Thuan Province will also create favorable conditions and minimize the time for handling internal procedures to carry out the bidding process for selecting qualified and capable investors.
