The People’s Committee of Khanh Hoa province has just approved the adjusted master plan for Ninh Hoa town with a vision towards 2040. The main goal is to transform Ninh Hoa into a modern, smart, and sustainably developing industrial urban area, creating a new growth driver for the entire region.

The total population of the town is expected to reach approximately 335,000 people by 2030 and 450,000 people by 2040. Ninh Hoa will be divided into inner and outer urban areas, with 13 key functional areas identified as investment attraction hubs.

In an interview with Khanh Hoa Newspaper, Ms. Nguyen Thi Hong Hai, Chairwoman of Ninh Hoa People’s Committee, shared that this master plan adjustment holds great significance for the locality’s development. The planning orients urban development in conjunction with logistics, maximizing the advantages of transportation connections such as highways, the Nam Van Phong port, and the Central Highlands region. Simultaneously, Ninh Hoa will pursue green, smart, and sustainable growth, with synchronous investment in technical and social infrastructure, providing a strong boost to the local economy and society.

According to the plan, the total planning area covers approximately 117,941 hectares, including 116,466 hectares of natural land in the town and 1,465 hectares of seawater area belonging to the Van Phong Economic Zone. The planning aims to develop Ninh Hoa to meet the criteria of a third-tier city by 2030 and continue refining these criteria by 2040. Strategically located, Ninh Hoa serves as a transport hub for road, water, and rail, with potential air connectivity to the region and the whole country, promising to become an attractive destination in the north of Khanh Hoa province.

As per the master plan, Ninh Hoa will be a modern industrial urban area, playing the role of a northern nucleus of the province. It will be a center for marine industry, shipbuilding, supporting industry, and seafood processing; a regional-level center for seaports and logistics; a mixed service-commercial hub; a research and innovation center for products; a regional, national, and international tourism center ; a regional medical and educational center; and a trading gateway connecting Khanh Hoa with the Central Highlands and South Central Coast regions.

According to the plan, the urban space is divided into multiple development zones. Accordingly, the existing central urban area of Ninh Hoa will be renovated and rearranged to form a bustling urban space, developing high-value land plots in conjunction with quality public spaces. The street along the Dinh River will encourage the development of services and tourism; some areas will feature high-rise buildings to enhance the urban aesthetic and land use efficiency.

Additionally, the new construction areas will be interspersed with existing ones, ensuring seamless technical and social infrastructure connectivity without negatively impacting the current infrastructure quality. Furthermore, the technical infrastructure system will be improved: main roads will be upgraded and social infrastructure developed; technical wires and pipes will be placed underground, moving towards a modern urban development.

The Northern region: Focus on developing transshipment ports, comprehensive ports, industrial complexes, and warehouses; exploit the advantage of deep-water ports. Orient the development of a multi-functional urban space, forming a sustainable ecosystem combining industry, tourism, commerce, urban areas, and fisheries.

Southern region: Form a new national and international-level urban area for services and tourism. Nha Phu Lagoon will serve as a center connecting various functional areas, creating a distinctive and economically valuable urban development; organize the main road towards the sea, arrange regional-level landmarks, and determine development scenarios suitable for the terrain.

The Western region is oriented towards an eco-urban area, with urban and industrial development reserved for post-2030, linked to external transport routes. Populate the areas around industrial parks and clusters to attract labor; invest in transport connections between regions; and develop riverine and aquatic eco-urban areas.

Moreover, the eco-tourism areas along the river and mountains will feature tourism, service, and eco-urban development, taking advantage of the sea and central plain views. The plan mandates maintaining terrain stability, protecting the mountain ecosystem, and refraining from construction in landslide-prone areas. In safe locations, only environmentally friendly commercial and service land plots will be planned for new projects, ensuring a maximum construction density of no more than 10%.

According to the Ninh Hoa People’s Committee report, in 2024, the town achieved 15/15 key socio-economic indicators, meeting or exceeding the assigned plan. Notably, the estimated industrial production value reached VND 21,916 billion, exceeding the plan by 1.6% and increasing by 20.3% compared to the previous year. The estimated value of agricultural, forestry, and aquatic production reached VND 3,341 billion, meeting 100.2% of the plan and increasing by 3.2% compared to the previous year.

Total state budget revenue for the year is estimated at VND 467,741 billion, exceeding the provincial assigned plan by 25% and the People’s Council resolution by 13%, and surpassing the same period in 2023 by 11%.
