In his directive speech, Prime Minister Pham Minh Chinh acknowledged the innovative thinking and resolute actions of the entire banking sector in the digital transformation journey, laying a solid foundation for the industry to continue its role as the “lifeblood” of the digital economy, a smart and safe digital ecosystem centered around people.

The Prime Minister emphasized that the primary goal of digital transformation in the banking sector is to effectively connect banks with each other, the government, and the people, as well as social partners. This foundation contributes to the development of a digital government, digital society, and digital citizens, while also playing a crucial role in macroeconomic stability and ensuring sustainable social welfare. According to the Prime Minister, the next objective is to bring practical benefits to the people and businesses, reduce operating costs for the banking system, and prevent corruption and wastefulness through the transparency of financial transactions.

The head of the government requested that the digital transformation process closely follow the Party’s guidelines and act decisively to enhance substantive effectiveness, avoiding formalities. At the same time, the banking sector needs to seize opportunities and embrace new technologies, pioneering in the application of science and technology and leading in innovation, thereby creating diverse financial products and safe, convenient services.

The Prime Minister affirmed that all policies and actions must place the interests of the people at the center, considering them not only as beneficiaries but also as active participants in the digital transformation process, joining hands and contributing to the development of a modern financial system.

Especially, the Prime Minister pointed out specific tasks that the entire banking sector needs to implement in the coming time: it is necessary to accelerate, break through, and reach the finish line earlier than the proposed roadmap. Specifically, it is crucial to boost investment in digital infrastructure, promote digital transformation for both citizens and businesses; issue preferential policies for the disadvantaged to ensure that all people have the opportunity to access digital banking services; pay attention to developing high-quality digital human resources capable of mastering new technology. And most importantly, it is imperative to ensure the safety and security of the financial and banking information system, protecting national interests and the rights of the people.

At the event, Governor Nguyen Thi Hong emphasized that the Banking Sector Digital Transformation Event 2025, with the theme “Smart Digital Ecosystem in the New Era,” is an important annual event that demonstrates the high political determination and strong commitment of the entire industry in implementing Resolution 57-NQ/TW on breakthrough strategies for national science and technology development, innovation and digital transformation, and the National Digital Transformation Program until 2025, with orientations towards 2030. Governor Nguyen Thi Hong also outlined the strategic orientations of the industry in the coming period. Accordingly, the State Bank will continue to create favorable conditions in terms of mechanisms and policies for credit institutions to accelerate digital transformation and develop safe and convenient digital banking products and services, promoting cashless payments and enhancing financial inclusion for all segments of the population.

The Governor also announced that to implement Resolution 57-NQ/TW and the directions of the Government and the Prime Minister, and to accompany other sectors and fields in carrying out Resolution 57-NQ/TW, the State Bank has built and directed commercial banks to implement a credit program of VND 500,000 billion for enterprises investing in infrastructure and digital technology to implement key and important national projects in the fields of transportation, electricity, and digital technology according to the list announced by ministries and branches. So far, 21 commercial banks have prepared a source of VND 500,000 billion for lending under the program with preferential interest rates in VND, at least 1% per year lower than the average medium and long-term lending interest rate of the same bank at that time. To enable banks to implement this credit program soon, the State Bank will coordinate closely with ministries and branches to guide, support, and create favorable conditions for commercial banks to organize the implementation within their competence.

At the conference, representatives of banks and credit institutions shared profound insights from their practical experience in digital transformation and proposed multiple solutions to enhance effectiveness in the coming time. The speakers agreed that digital transformation is not merely about technology investment but should be linked to innovative leadership thinking, improved human resource quality, and comprehensive adjustments to operating processes.

Several large commercial banks presented exemplary models such as the implementation of the new Core Banking system, multi-channel expansion of digital banking, enhanced integration of Big Data and Artificial Intelligence (AI) to improve customer behavior analysis and product personalization.

Particularly, the delegates emphasized the urgent need for high-quality technology human resource training, increased investment in cybersecurity, and intensified financial education to enable people, especially in rural and remote areas, to easily access and safely use digital banking services.

These practical sharing from credit institutions not only enriched the picture of digital transformation in the banking sector but also affirmed the spirit of companionship, unity, and sharing of the entire industry, aiming towards a modern financial ecosystem where technology serves people effectively and humanely.

Towards a Smart and Humane Digital Financial Ecosystem

In the panorama of digital transformation in the banking sector, the Vietnam Bank for Agriculture and Rural Development (Agribank) has demonstrated its pioneering role with remarkable efforts and results. At the event, Agribank’s technology booth attracted special attention from delegates with its advanced technology applications and smart transaction counter models, offering novel and convenient experiences for customers.

Notably, the presentation by Deputy General Director Hoang Minh Ngoc at the conference on the topic of “Social Security Payment through Bank Accounts/Cards” received high appreciation from experts and industry leaders. Agribank demonstrated its solid steps in applying digital technology to enhance the efficiency and transparency of social security programs. The impressive figures announced by Agribank testified to its significant efforts and contributions to the community: the bank has issued 12 million cards, opened 9 million accounts in rural and mountainous areas, provided payments for 500,000 beneficiaries, and disbursed VND 210,000 billion through insurance channels.
