According to the Hanoi Department of Agriculture and Rural Development, there are a total of 194 construction material assembly and transshipment points along the city’s river routes, with 108 points currently in operation and 86 temporarily suspended.
Local authorities have recently intensified inspections and crackdowns on unlicensed construction material yards along rivers, ensuring compliance with operating conditions. Simultaneously, they have been rigorously addressing violations of dike and riverbank protection regulations.
As a result, from the beginning of 2025 until now, the city has detected and administratively handled 31 cases of dike and riverbank protection violations. Of these, 27 cases occurred in the Red River, Duong River, and Cau River areas.
Authorities addressing construction order violations outside the dike area
The main violations include dumping waste, assembling construction materials, leveling land, and illegally constructing structures within the protected area for dike and riverbank protection.
Mr. Nguyen Minh Tuan, Vice Chairman of the Municipal Economic and Budget Committee, stated that the illegal assembly of construction materials outside the dike is a pressing issue. However, there has been a significant improvement recently, especially in inspections, reviews, and determined handling of violations.
To enhance land management and construction order in riverbank areas, the Hanoi People’s Committee has directed districts, towns, and townships to strictly implement Directive No. 13-CT/TU of the Hanoi Party Committee. This directive emphasizes the need for tight control over public land, agricultural land, and land in riverbank areas.
The city authorities have mandated a zero-tolerance approach to encroachment, illegal land-use changes, and unauthorized construction within the protected dike area. Additionally, there is a heightened focus on disseminating information and encouraging residents to refrain from encroaching on or aiding violations of dike and riverbank protection regulations and illegal construction.
