The government has just issued Resolution 154/NQ-CP on key tasks and solutions to realize the socio-economic development plan and state budget estimate.
The resolution emphasizes that 2025 is of particular importance as it marks the final year of the 2021-2025 socio-economic development plan. It is also a year of acceleration and breakthrough, witnessing the continuation of the revolution in streamlining organizational apparatus and the holding of Party Congresses at all levels, leading up to the 14th National Congress of the Party. This year is crucial in preparing and solidifying the foundations for Vietnam to confidently embark on a new era of development.
However, the global and regional situation is expected to remain complex and unpredictable, with new developments arising in the initial months. The outlook for global economic growth has weakened, and there is a high risk of a “global trade war”, significantly impacting the confidence and business psyche of enterprises and investors.
GDP in the first quarter is estimated to have grown by 6.93% year-on-year, the highest in the ASEAN region. Major national anniversaries were celebrated solemnly, meaningfully, safely, and joyfully, strengthening the great national unity. In the remaining months, opportunities and challenges are expected to coexist, but challenges will likely outweigh opportunities, especially due to adverse external factors and long-standing internal limitations, as well as natural disasters such as storms, droughts, and saltwater intrusion.
Against this backdrop, the government has put forth 12 key tasks and solutions to achieve the socio-economic development plan and state budget estimate, aiming for a growth rate of at least 8% in 2025.
Among these tasks, the government identifies a breakthrough in institutions as the “breakthrough of breakthroughs”. It entails further perfecting the institutional system, continuing to cut and simplify administrative procedures and business regulations, and removing bottlenecks to facilitate citizens and businesses.
At the same time, the government prioritizes promoting economic growth while maintaining macroeconomic stability, curbing inflation, ensuring major economic balances, and achieving high surpluses. It also involves completing the organization of the apparatus, enhancing decentralization and delegation of power, and strengthening the accountability of leaders. Another focus is on tightening discipline and linking it with inspection, supervision, power control, and resource allocation, along with improving implementation capacity.
The next task is to perfect the strategic infrastructure system and restructure sectors and fields in tandem with innovating the growth model. This involves increasing the application of science and technology, enhancing competitiveness, autonomy, adaptability, and resilience in the economy.
Developing high-quality human resources, particularly in the fields of chip and semiconductor research, development, and technology application, is another priority. Social security is guaranteed, and the material and spiritual life of the people is improved. Regional connectivity is strengthened through effective implementation of national, regional, and provincial planning, while national defense and security are consolidated.
The government emphasizes the need to vigorously and effectively deploy external affairs and international integration across the board. It aims to maintain a peaceful and stable environment and create favorable conditions to attract resources for national development, enhancing Vietnam’s international prestige and position. Proactive information and propaganda work is crucial to fostering motivation, inspiring innovation, and enhancing the efficiency of civil affairs and social consensus.
Regarding administrative procedure reduction, the government sets targets for 2025, including reducing the time for handling administrative procedures by at least 30%, cutting business costs (compliance costs) by at least 30%, abolishing at least 30% of unnecessary business conditions, and ensuring the smooth implementation of procedures related to enterprises in the electronic environment. It also aims for 100% of administrative procedures to be performed regardless of administrative boundaries within the provincial scope.
On the disbursement of public investment capital, the government directs the strengthening of discipline and the application of sanctions for intentional obstruction, delay, or slow disbursement. It also emphasizes the timely replacement of individuals who lack capacity, fear responsibility, or engage in negative behavior. Firm action will be taken against corruption and negative behavior.
The government requests that ministries, branches, and localities streamline their organizational apparatus to ensure smooth and uninterrupted operation, avoiding overlap. It urges the resolute implementation of the arrangement of the apparatus according to the model of a two-level local government, ensuring the schedule and target of completing the arrangement of communes before July 15 and provinces before August 15.
