The conference was held online from the Government Office to the People’s Committees of provinces and centrally-run cities. Also attending the meeting were Central Committee members: Deputy Prime Minister Tran Hong Ha, Minister of Construction Tran Hong Minh, Minister-Chairman of the Government Office Tran Van Son; leaders of ministries, sectors, and agencies.
Deploying 686 Social Housing Projects with 627,651 Units
According to the opinions at the conference, in the past time, the Government and the Prime Minister have directed ministries and sectors to
drastically implement tasks and solutions and remove difficulties and obstacles, including institutional bottlenecks
to promote the development of social housing, learning and gaining experience along the way, and gradually expanding.
Regarding institutional improvement, the Government has submitted to the National Assembly for issuance of amendments and supplements to many regulations and laws related to social housing policies, such as the Law on Housing, the Law on Real Estate Business, the Law on Land, and many other related laws… The Government has issued 25 decrees to create a legal system for social housing development.
In terms of direction and administration, the Government has issued 22 resolutions, and the Prime Minister has issued 12 directives, decisions, and telegrams. The Prime Minister has also chaired many conferences that were held both directly and online with localities and enterprises… with many specific and drastic solutions and tasks to remove difficulties and promote the development of social housing.
On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project “Investing in the construction of at least 1 million social housing units for low-income people and industrial zone workers in the period of 2021-2030”. Accordingly, the goal is to complete at least 1 million social housing units by 2030 and strive to complete 100,000 units by 2025.

Up to now, there have been many positive changes.
According to the latest report by the Ministry of Construction, in the past two years, there have been 686 social housing projects deployed nationwide with a scale of 627,651 units; 117 projects have been completed or partially completed with a scale of 85,275 units; 159 projects have been started with a scale of 135,563 units, and 419 projects have been approved in principle with a scale of 419,013 units. Thus, the number of completed, started, and under-construction projects accounts for 49% of the target set for 2025 in the Project.
In the first five months of 2025, the whole country started and is implementing the investment construction of 159 projects with 135,563 units; including 21 newly started projects with 20,428 units and 22,649 completed apartments.
However, the implementation of social housing projects still faces many difficulties and obstacles, mainly in complicated and prolonged institutional and administrative procedures.
Reducing at Least 350 Days of Procedures
Following the Prime Minister’s direction at the National Conference on Removing Difficulties and Obstacles and Promoting the Development of Social Housing on March 6, 2025, the agencies have submitted to the Government proposals to the Politburo and the National Assembly on 6 special mechanisms and policies to immediately remove difficulties and obstacles for social housing projects. The National Assembly issued Resolution No. 201/2025/QH15 dated May 29, 2025, on some special mechanisms and policies for social housing development right in the first session of the 15th National Assembly.
The National Assembly’s Resolution 201 has many breakthrough mechanisms and policies, such as the establishment of the National Housing Fund; expanding the subjects to include enterprises, state agencies, political organizations, and socio-political organizations that are allowed to rent social housing to arrange for their officials, public employees, and laborers to live in, creating favorable conditions for officials, public employees, and laborers to work with peace of mind, including workers and foreign laborers.
Many contents in the Resolution have reduced and reformed administrative procedures in social housing development, such as assigning investors without bidding, not requiring the formulation of detailed planning tasks, abolishing procedures for design basis appraisal and price appraisal, exempting construction permits, and integrating some administrative procedures. According to the report of the Ministry of Construction, this will reduce at least 350 days.

Along with that, it is necessary to supplement and assign the People’s Committees of the provinces to prescribe the conditions for enjoying housing policies for subjects affected by the organization and rearrangement of administrative units.
The National Assembly Resolution 201/2025/QH15 took effect on June 1, 2025. The Government promptly issued Resolution No. 155 dated June 1, 2025, on the plan to implement the National Assembly’s Resolution, including 4 groups of common tasks, 3 specific tasks for ministries and sectors, and 3 tasks for provinces to organize the synchronous, uniform, and effective implementation of the pilot mechanisms and policies for social housing development prescribed in Resolution No. 201/2025/QH15; clearly defining the responsibilities and timeline for implementation of ministries, sectors, and localities, ensuring timely and effective implementation, without legal gaps or overlaps, and ensuring close coordination between ministries, sectors, and localities in the process.

Concluding the conference, Prime Minister Pham Minh Chinh clarified that in implementing social policies and social security policies in accordance with the Resolution of the 13th Party Congress, in the past time, we have been drastically implementing two programs: Eliminating temporary and dilapidated houses nationwide in 2025 and building 1 million social housing units.
The Prime Minister emphasized that these two programs have six very humane, important, and urgent meanings in the current context:
First,
affirm the humanity in the social policies of the Party and the State, ensuring progress, equality, and social security, including ensuring the people’s right to housing as prescribed by the Constitution;
Second,
implement social security policies for the poor, low-income people, people in difficult circumstances, and vulnerable people to have equal access to housing;
Third,
contribute to increasing investment and consumption, promoting growth, thereby attracting more investment;
Fourth,
demonstrate ethnic and fraternal sentiments, “the strong help the weak”, and take care of each other;
Fifth,
demonstrate the responsibility of the authorities and administrations to the people when they are in difficulty;
Sixth,
contribute to promoting urbanization and protecting the environment to be green, clean, and beautiful, avoiding waste of electricity and water infrastructure, garbage, and land… when planning and rearranging the population.

Acknowledging the positive results achieved, on behalf of the Government, the Prime Minister praised the efforts of ministries, sectors, and localities, especially the Ministry of Construction and the Ministry of Agriculture and Environment; thanked the people for giving up their land for the projects, and thanked enterprises for accompanying the authorities and administrations in implementing social housing projects.
However, the Prime Minister said that the implementation of social housing projects compared to the requirements is still slow. According to the Prime Minister, the reason is that some local leaders have not paid due attention, have not yet deeply and thoroughly understood the policies, so the implementation is still confused, and the leadership and direction are not really drastic, focused, and determined, with low commitment and effort. The regulations on conditions, borrowing capital, and buying and building social housing for investors and buyers are still inadequate. Coordination between ministries, sectors, and localities when encountering difficulties is not close, effective, and timely, and flexibility and creativity are not high.
Especially, the Prime Minister emphasized the need to correctly understand the very broad scope of beneficiaries of the social housing policy. Accordingly, the social housing policy is not only for industrial zone workers but also for low-income people, poor people, people in difficult circumstances, new graduates, teachers in remote areas, armed forces, border guards in border areas… that is, people with low incomes and housing difficulties in general.
Orienting for the coming time, the Prime Minister clarified that the institutions, mechanisms, and policies have been gradually improved, so we must organize the effective implementation with the goal of completing at least 100,000 units this year and at least 1 million units by 2030.

To achieve this goal, the Prime Minister emphasized 6 groups of common tasks for ministries, sectors, agencies, and localities.
First,
the Party committees, authorities, and especially the leaders of ministries, sectors, and localities must pay attention to and lead, guide, and manage at the right level, with the right mindset, and with a sense of responsibility for the nation and the people.
Second,
the relevant subjects must grasp the guidelines, policies, and laws of the Party and the State and organize the timely, flexible, and creative implementation in the specific conditions of each agency, unit, and locality.
Third,
the agencies shall review the relevant policies on accessing capital, buying, and building social housing, cutting unnecessary administrative procedures, and ensuring the most favorable conditions for the people, enterprises, and relevant subjects.
Fourth,
pay special attention to anti-corruption, negative acts, and waste when the policies are relaxed.
Fifth,
localities shall integrate the national target programs to effectively implement the social housing policies.
Sixth,
remove obstacles wherever they occur, at whatever level, and whoever is responsible shall solve them, and if it goes beyond their competence, they shall report to the competent level.
Praising many localities such as Bac Ninh, Bac Giang, Hanoi, and Ho Chi Minh City for their great efforts, the Prime Minister also pointed out the provinces and cities that need to try harder.

Establish the National Housing Fund in June 2025
According to the Prime Minister, Resolution No. 201 of the National Assembly has removed the institutional bottlenecks to promote the development of social housing. However, to effectively implement and concretize these special mechanisms and policies, it is necessary to continue to have the unified direction and leadership and the drastic implementation of the Party committees, the leaders of ministries, sectors, and localities.
To urgently implement the Resolution of the National Assembly and the Government, the Prime Minister requested the ministries, sectors, localities, and agencies to continue to lead, guide, and implement a number of tasks.
To build documents detailing and guiding the implementation of Resolution 201
, the Ministry of Construction shall take the prime responsibility and coordinate with relevant ministries and sectors to urgently research, build, and submit to the Government for issuance of a decree detailing and guiding the implementation, to be issued in June 2025, ensuring that it takes effect synchronously with Resolution No. 201; take the prime responsibility and coordinate with relevant ministries and sectors to urgently review and cut down cumbersome administrative procedures; take the prime responsibility for studying and building, and submitting to the Government for the establishment of the National Housing Fund, to be completed in June 2025.
The Ministry of Finance shall review, arrange, and balance the capital source for the Housing Fund; take the prime responsibility for proposing capital sources to implement social housing policies. The Ministry of Agriculture and Environment shall review the relevant policies on land and the environment.
The Chairman of the Provincial People’s Committee shall issue detailed regulations on the subjects entitled to enjoy the policies according to the regulations of the Party and the State, including the case of a person who owns a house but is far from the workplace and is considered for support in social housing.
The Vietnam Fatherland Front and the Vietnam General Confederation of Labor shall direct the relevant agencies to deploy the special mechanisms and policies for social housing.
Regarding the propagation, dissemination, and guidance on the implementation of the Resolution
, the Prime Minister directed the Ministry of Construction to coordinate with the Government Web Portal to promptly organize a workshop with the participation of experts on social housing policies, which will be broadcast live on channels and social platforms.
