Also attending the meeting were Politburo members, Central Committee members, Deputy Prime Ministers, Government members, and leaders of ministries and Government agencies.
Previously, Resolution No. 192/2025/QH15 of the National Assembly on supplementing the socio-economic development plan for 2025 set a growth target of 8% and above. Resolution 01 of 2025 of the Government has also required thorough savings in regular expenditures.
Most recently, the Prime Minister continued to request that the Ministry of Finance urgently and seriously review the plan for saving regular expenditures in the state budget for 2025, studying the savings made in 2024; and on that basis, propose a plan for saving regular expenditures in the state budget for 2025, ensuring further thorough savings and anti-wastefulness.

The Prime Minister clarified that in 2025, we will continue to save regular expenditures to allocate more resources for large projects and important tasks.
After hearing the report from the Ministry of Finance and the opinions of delegates, Prime Minister Pham Minh Chinh announced that from the savings in regular expenditures in 2024, the Government has allocated about VND 6,000 billion to contribute to the goal of eliminating temporary and dilapidated houses nationwide in 2025.
The Prime Minister clarified that in 2025, we will continue to save regular expenditures to allocate more resources for large projects and important tasks, while encouraging the whole country, all levels, sectors, and the people to practice thrift, thus contributing to the protection, construction, and development of the country in accordance with the Party’s guidelines and the latest article “Practicing Thrift” by General Secretary To Lam.
The Prime Minister assigned the Ministry of Finance to coordinate with the Government Office to continue perfecting the draft Resolution for submission to the Government and propose that the Government report to competent authorities for consideration and decision on the use of the saved funds, specifically the expected additional investment in the Lao Cai – Hanoi – Hai Phong railway project, which is planned to be inaugurated in late 2025.
