At the regular monthly Government press conference held on the afternoon of June 4, Deputy Minister Nguyen Danh Huy shared the Ministry of Construction’s perspective on administrative procedures related to licensing. He affirmed that the Ministry is committed to thoroughly reviewing and simplifying these processes, with the goal of maximizing convenience for citizens, businesses, and local authorities.
Regarding construction permits, the Deputy Minister referenced Prime Minister Directive No. 78/CD-TTg dated May 29, 2025, which provided clear instructions to focus on reducing and simplifying administrative procedures in the construction sector.
Firstly, the Ministry of Construction will scrutinize and evaluate regulatory documents related to the construction field, including decrees and circulars issued by the Ministry itself, with a focus on permitting processes.
Secondly, the Ministry will initiate an assessment and conclusion process for the construction permitting system currently in place across all localities. The aim is to facilitate citizens and businesses while also considering the potential impact of eliminating permits, ensuring that the rights and interests of all citizens and businesses are safeguarded.
Thirdly, the Ministry will make adjustments, revisions, and reductions to procedures outlined in the Law on Construction, with the target of finalizing these improvements by the end of 2025. As an immediate measure, in areas with detailed 1/500 approved planning, construction permits for citizens will be waived.
The Deputy Minister further elaborated, “In areas with urban designs as stipulated by law, we can rely on those designs for state management purposes and immediately eliminate the need for citizen construction permits. We are currently implementing this approach, and we have a clear timeline and plan for doing so.”
According to the Deputy Minister, eliminating a permit process will benefit citizens by removing the need to apply for permits, and it will also reduce the workload for state management agencies in terms of permit issuance and related procedures. However, he acknowledged the challenge of ensuring convenience for citizens while maintaining the government’s role and protecting the legitimate rights and interests of all citizens and neighboring households.
“In densely populated urban areas, where land consolidation and amalgamation occur, effective management becomes a challenge. We will continue to assess and devise optimal solutions for citizens and businesses,” he assured.
