The People’s Committee of Ho Chi Minh City has submitted a proposal to the Party Committee of the People’s Committee, requesting their review and reporting to the Ho Chi Minh City Party Committee regarding the deployment of the Can Gio International Transhipment Port project.
Specifically, the People’s Committee of Ho Chi Minh City proposes that the Party Committee of the People’s Committee recommends to the Ho Chi Minh City Party Committee to approve the continuation of the Can Gio International Transhipment Port project in accordance with legal regulations. The People’s Committee will coordinate with relevant ministries and sectors to complete the investment procedures and documents as per the regulations.

Can Gio International Transhipment Port in the future
The proposal also suggests directing special mechanisms to support attracting and retaining strategic investors (MSC Group) within the framework of the National Assembly’s Resolution No. 98/2023/QH15 and current laws. These mechanisms focus on incentives for traffic infrastructure, logistics, and warehouses; administrative procedure support to shorten investment preparation time; and incentives to attract logistics auxiliary enterprises.
The People’s Committee of Ho Chi Minh City will lead and direct relevant departments to review and update synchronous planning (marine space, land use, traffic, environment, etc.) to serve as the legal basis for land and water allocation and investment licensing.
Additionally, they will strengthen propaganda and explain the project’s significance and benefits, mobilize the participation of Can Gio district authorities in promoting consensus among the people, and formulate reasonable compensation, support, and resettlement policies associated with sustainable livelihood transformation.
The Can Gio International Transhipment Port project has been approved in principle by the Prime Minister through Decision No. 148/QD-TTg issued on January 16, 2025. The project covers an area of approximately 571 hectares, with a total investment of over VND 50,000 billion. The port is expected to operate for 50 years from the date of approval.
The joint venture between Saigon Port Joint Stock Company and Terminal Investment Limited Holding S.A. (a subsidiary of MSC Group, the world’s largest container shipping company) is the entity proposing to implement this project. The port is designed to accommodate ultra-large container ships of up to 250,000 tons (equivalent to 24,000 TEU). By 2045, the clearance capacity is expected to reach approximately 16.9 million TEU/year.
The People’s Committee of Ho Chi Minh City recognizes the construction of the Can Gio International Transhipment Port as a strategic task in implementing the Strategy for Marine Economic Development of Vietnam. It will be a highlight, affirming Ho Chi Minh City’s role as a regional center for logistics and international maritime trade in the South.
