The case of Nguyen Anh Tuan, aka Tuan “Than Den” (born 1973, residing in Lam Son ward, Thanh Hoa city), and his six accomplices has caught the public’s attention since their arrest and investigation by the Ministry of Public Security’s Investigation Agency of Corruption, Economic, and Smuggling Crimes. Tuan “Than Den” was a notorious gang leader in Thanh Hoa.

According to the Ministry of Public Security’s Investigation Agency of Corruption, Economic, and Smuggling Crimes, Nguyen Anh Tuan and his accomplices were charged with illegal mineral exploitation (soil) beyond the permitted capacity and boundaries, resulting in an exceptionally large volume at the Alma Civil and Transport Construction Joint Stock Company (abbreviated as Alma Company) in Tuong Son, Nong Cong district, Thanh Hoa province.

A visit to the mine site revealed that an entire hill had been split in half, with some areas dug deep, leaving large pools of water. Currently, the entire mine has ceased operations, and there is no extraction or transportation activity.

According to the mining license No. 89/GP-UBND, dated June 7, 2024, issued by the People’s Committee of Thanh Hoa province, Alma Company was permitted to exploit soil for filling and weathered beehive stones without self-generating metallic minerals or metal ores in Tuong Son commune, with a mine area of 53,000 square meters (valid for 5 years) and a reserve of 1,729,404 cubic meters (including: over 1.6 million cubic meters of filling soil; weathered beehive stones without self-generating metallic minerals or metal ores of 65,789 cubic meters, equivalent to 113,815 tons).

Regarding mining capacity, the permitted capacity for the first two years was 400,000 cubic meters/year, and from the third year onwards, it was 280,000 cubic meters/year.

The Ministry of Public Security accused the mine of operating beyond its boundaries and violating regulations with an exceptionally large volume.

Machinery was gathered in certain areas, and there were no signs of extraction activities.

As reported by NLD, on June 2, the Ministry of Public Security’s Investigation Agency of Corruption, Economic, and Smuggling Crimes (C03) decided to initiate legal proceedings in the case of “Violation of regulations on research, exploration, and exploitation of resources” and “Violation of accounting regulations with serious consequences,” which occurred at Alma Company and related units.

C03 also decided to prosecute and detain the following individuals: Nguyen Anh Tuan (aka Tuan “Than Den”), a contributing member of Alma Company; Trinh Van Tuan, a contributing member of Alma Company; Nguyen Xuan Long, former director of Alma Company; Nguyen Manh Cuong, Chairman of Anh Vu Company’s Board of Directors. These individuals were charged with “Violation of accounting regulations with serious consequences” and “Violation of resource exploitation regulations.”

Le Ngoc Tung, director of the Tuong Son Soil Mine in Nong Cong district, Thanh Hoa province, was prosecuted for “Violation of resource exploitation regulations.” Meanwhile, Bui Thi Thuy was placed under house arrest.

During the investigation, C03 determined that Tuan “Than Den” established and operated dozens of businesses and was granted mining licenses by the People’s Committee of Thanh Hoa province. However, according to the Ministry of Public Security’s Investigation Agency, during his management of these businesses, Nguyen Anh Tuan (a contributing member of Alma Company) instructed his accomplices to organize mining activities beyond the permitted scope and exceeded the permitted capacity, resulting in an exceptionally large total volume.

Additionally, they were found to have made false declarations and reports regarding the volume of extracted minerals, the value of purchased and sold minerals, and concealed a portion of the actual revenue from mineral sales from the books, causing significant harm to state assets.
