On June 4th, the Government Office issued Document No. 4889 conveying Prime Minister Pham Minh Chinh’s directive on the progress of the construction investment project of Ho Chi Minh City Ring Road 4.

Accordingly, considering the proposal of the People’s Committee of Ho Chi Minh City on the pre-feasibility study report of the investment project for the construction of Ho Chi Minh City Ring Road 4 (the Project), the Prime Minister requested the Ministry of Construction, the People’s Committee of Ho Chi Minh City, and related agencies to concentrate resources and expedite the implementation of the Project. Compensation, support, and resettlement are targeted to be completed by June 2026.
At the same time, the head of the government requested that the agencies strive to complete the Project by the end of 2028.
According to the proposal of the People’s Committee of Ho Chi Minh City, the project to build Ho Chi Minh City Ring Road 4 is among the important national-level projects to be carried out in Ho Chi Minh City, Dong Nai, Binh Duong, Long An, and Ba Ria – Vung Tau.
The total length of the route is approximately 159.31 km, with the following breakdown: Ba Ria-Vung Tau province accounts for 18.23 km, Dong Nai for 46.08 km, Ho Chi Minh City for 20.5 km, and Long An for 74.5 km.
At the 46th session of the National Assembly Standing Committee on June 3rd, National Assembly Chairman Tran Thanh Man announced that the National Assembly is expected to consider and decide on the investment policy for the Ho Chi Minh City Ring Road 4 project in the second phase of the 9th session.
Striving to complete two expressway projects by 2025
Also, on June 4th, Deputy Prime Minister Ho Duc Phoc directed the removal of obstacles and difficulties in the Ben Luc – Long Thanh Expressway project and the Bien Hoa – Vung Tau Expressway project (phase 1).
Specifically, the Deputy Prime Minister requested the People’s Committee of Dong Nai province to instruct relevant units to expedite land handover and accelerate the relocation of 19 high-voltage power line positions and 50 low-voltage power line positions to ensure progress as directed by the Prime Minister.
Regarding construction materials, the Deputy Prime Minister asked the People’s Committee of Dong Nai province to instruct the departments to review and consider increasing the capacity and adding more mines to increase the supply volume, meeting the construction material requirements according to the plan. Enterprises should also extend their operating hours, including holidays, weekends, and nights (second and third shifts), to ensure continuous material supply to the contractors.
At the same time, Dong Nai province needs to tightly manage construction material prices to prevent taking advantage of the scarcity of supply to raise or force prices, affecting the progress and cost of the project.
Regarding construction, the Deputy Prime Minister requested the People’s Committee of Dong Nai province to direct the Project Management Board and contractors to concentrate financial resources, mobilize additional manpower and equipment, increase construction sites, and consider applying technical solutions to shorten the construction time. Organizing construction in “3 shifts and 4 teams” is expected to complete Package 1 of the Bien Hoa – Vung Tau Expressway project by 2025.
The People’s Committee of Ba Ria – Vung Tau province was instructed to direct the investors and contractors to expedite the construction of Package 3, aiming to complete the project as scheduled.
The Deputy Prime Minister assigned the Ministry of Construction to direct the Vietnam Expressway Corporation, Project Management Board 85, and contractors to strengthen manpower, machinery, and equipment, as well as financial resources, to accelerate the progress of the two projects, ensuring quality, efficiency, and safety.
