According to the General Statistics Office (Ministry of Finance), the industrial production index (IIP) in May 2025 is estimated to increase by 4.3% compared to the previous month and 9.4% over the same period last year. Notably, the water supply industry, waste management and treatment activities, and sewage increased by 11.3% year-on-year; the processing and manufacturing industry increased by 11.0%; electricity production and distribution rose by 3.3%; and the mining industry saw a 1.2% increase.

For the first five months of 2025, the IIP is estimated to have grown by 8.8% compared to the same period last year (in 2024, it increased by 7.1%). Specifically, the processing and manufacturing industry increased by 10.8% (up from 7.6% in 2024), contributing 8.8 percentage points to the overall growth; electricity production and distribution rose by 4.2% (compared to 12.9% in 2024), contributing 0.4 percentage points; water supply, waste management, and treatment activities increased by 10.0% (up from 5.9% in 2024), contributing 0.2 percentage points; while the mining industry decreased by 3.4% (compared to a 5.0% decline in 2024), resulting in a reduction of 0.6 percentage points.

According to the report, the industrial production index of several key secondary industries increased compared to the same period last year, including: motor vehicle production increased by 34.3%; leather and related product manufacturing rose by 16.8%; rubber and plastic product manufacturing increased by 16.1%; garment production grew by 15.7%; other transport vehicle manufacturing rose by 14.1%; bed, cabinet, table, and chair manufacturing increased by 12.8%; wood processing and production of wood, bamboo, and rattan products rose by 12.6%; coke and refined petroleum product manufacturing increased by 12.4%; production of other non-metallic mineral products rose by 11.3%; casting of metal products (except machinery and equipment) increased by 11.2%; electronic product, computer, and optical product manufacturing rose by 9.6%; and food processing increased by 8.8%.

On the other hand, the IIP of some industries decreased, including crude oil and natural gas extraction, which fell by 8.8%; pharmaceutical, chemical, and medicinal ingredient manufacturing, which declined by 6.1%; and electrical equipment manufacturing, which decreased by 3.5%.

Regarding the industrial production situation in different regions across the country for the first five months of 2025 compared to the same period last year, the report noted increases in 61 provinces and cities, while Ba Ria-Vung Tau and Cao Bang provinces saw decreases of 3.4% and 3.3%, respectively.

Some localities with high IIP growth rates were attributed to increases in the processing and manufacturing industry and electricity production and distribution sectors. Conversely, some localities with low IIP growth rates or declines were due to low growth or decreases in the processing and manufacturing industry, the mining industry, or the electricity production and distribution sectors.

Specifically, localities with high growth rates in the processing and manufacturing industry for the first five months of 2025 compared to the same period last year include Phu Tho (up 46.7%), Nam Dinh (29.6%), Bac Giang (28.1%), Bac Kan (23.6%), Ha Nam (22.5%), and Quang Ngai (22.2%). Localities with high growth rates in electricity production and distribution include Hoa Binh (up 53.6%), Hue (39.6%), Son La (30.5%), Quang Ngai (20.3%), and Ha Nam (14.1%).

Localities with low growth rates or declines in the processing and manufacturing industry for the first five months of 2025 compared to the same period last year include Ha Tinh (up 3.3%) and Cao Bang (down 14.2%). Localities with declines in electricity production and distribution for the same period include Ba Ria-Vung Tau (down 55.3%), Khanh Hoa (down 9.3%), Bac Lieu (down 7.8%), Cao Bang (down 3.3%), Binh Thuan and Lang Son (both down 1.7%), and Lao Cai (down 1.5%).

Localities with low growth rates or declines in the mining industry for the first five months of 2025 compared to the previous year include Binh Thuan (up 1.3%), Hanoi (down 9.9%), and Ba Ria-Vung Tau (down 9.6%).

According to the report by the General Statistics Office, several key industrial products saw increases in the first five months of 2025 compared to the same period last year, including automobiles (up 70.3%), televisions (up 25.6%), liquefied petroleum gas (up 21.7%), NPK compound fertilizer (up 18.8%), regular clothing (up 14.6%), rolled steel (up 13.8%), natural fiber fabric (up 13.4%), cement (up 12.9%), steel bars and angles (up 11.7%), leather shoes (up 11.5%), and refined sugar (up 10.9%).

On the other hand, some products saw decreases compared to the same period last year, including natural gas in gas form (down 12.4%), crude oil (down 5.1%), artificial fiber fabric (down 4.3%), and beer (down 0.3%).

Regarding the number of employees in industrial enterprises, the report showed that as of May 1, 2025, the number had increased by 1.1% compared to the previous month and by 4.5% compared to the same period last year. Specifically, state-owned enterprises saw a 0.3% increase compared to the previous month and a 1.1% increase compared to the same period last year; foreign-invested enterprises saw a 1.3% increase and a 5.3% increase, respectively; and non-state enterprises saw a 0.8% increase and a 3.0% increase.

By industry, the number of employees in mining enterprises increased by 0.4% compared to the previous month and decreased by 0.1% compared to the same period last year; the number of employees in processing and manufacturing enterprises increased by 1.2% and 4.8%, respectively; the number of employees in electricity production and distribution, gas, hot water, steam, and air conditioning enterprises remained unchanged and increased by 0.8%, respectively; and the number of employees in water supply, waste management, and treatment enterprises increased by 0.1% and 1.5%, respectively.
