On June 4th, the Ministry of Agriculture and Rural Development sent a document to the People’s Committees of provinces and centrally-run cities regarding the improvement of management and slaughter control procedures to ensure animal disease control and food safety in local areas.
The document clearly states that the media has continuously reported on the slaughter and sale of sick and dead pigs to animal product processing and trading establishments. Notable examples include the interception of a truck carrying 180 sick and dead pigs on May 30th in Ha Tinh province and the discovery of a truck transporting dead pigs to a slaughterhouse on June 3rd in Quang Tri province.
Notably, on May 30th, a social media post by Jonny Lieu accused the leaders of C.P. Vietnam of selling sick pigs at the C.P. Fresh Shop in My Xuyen, Soc Trang province. This incident is currently under investigation by the Ministry of Public Security, as requested by the Ministry of Agriculture and Rural Development.

To put an end to violations in slaughter management and control in local areas and ensure effectiveness in food safety and animal disease control, the Ministry of Agriculture and Rural Development requested the People’s Committee Chairpersons of provinces and centrally-run cities to direct relevant departments, branches, and local veterinary specialists to urgently implement a series of measures.
Accordingly, the Ministry of Agriculture and Rural Development requires strict adherence to regulations and directives related to veterinary, quarantine, slaughter control, food safety, and disease control.
Additionally, the Ministry proposed that localities should increase surprise inspections of veterinary and food safety standards at animal slaughterhouses. Immediate rectification and strict handling of the slaughter of sick and dead pigs due to epidemics are mandated, and veterinary staff are not permitted to perform slaughter control tasks in their localities. Operations of animal slaughterhouses that have not been licensed, do not meet sanitary veterinary and food safety requirements, or use banned chemicals and additives must be halted.
Local Departments of Agriculture and Rural Development must strictly implement the slaughter control procedures at slaughterhouses as stipulated in Circular No. 09/2016/TT-BNNPTNT dated June 1st, 2016.

Furthermore, localities are required to establish and implement a coordination mechanism between the authorities and veterinary, medical, police, and market management forces in managing animal slaughter activities. Regular information exchange and timely coordination in handling cases related to the transportation and slaughter of animals, as well as food safety for cattle and poultry meat, are essential.
