Deo Ca proposes to expand the entire North-South Expressway to a six-lane highway with a capital of over VND 180,000 billion

Deo Ca Group has officially sent Document No. 682/2025/DCG to the Prime Minister, proposing a plan to expand the entire North-South Expressway from the limited four-lane scale (road width of 17 meters) to a six-lane scale as planned to meet the growing traffic demand and promote socio-economic development.

According to the proposal, the scope of the expansion includes all 19 component projects of the North-South Expressway in the East, which have been and are being invested in the period of 2017 – 2025, with a total length of 1,241 km.

The Group said that this proposal was built on the basis of implementing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on developing the private economy.

A notable point in the proposal is the recommendation to the Government to unify the method of dividing the overall project into 7 or 3 large component projects to facilitate capital mobilization and implementation.

At the same time, the Group proposes to be assigned to establish an investment proposal in the form of PPP, complying with the provisions of the current Law on Investment in the form of Public-Private Partnership.

In case the overall project is divided into 7 component projects, the total investment of the component projects is about VND 180,361 billion. The payback period for each project is about 9 to 22 years.

In case of choosing a project with 3 component projects, the total investment of the component projects is about VND 181,169 billion. The payback period is about 19 to 23 years.

In terms of finance, Deo Ca believes that applying the toll collection mechanism according to the approved project of toll collection on expressways using public investment capital will ensure stable budget revenue.

Specifically, for the section that has been invested with public capital, the State will collect tolls with a total value of about VND 9,118 billion and then hand over to the investor to continue managing and exploiting after completing the expansion.

VIDIFI joins the race to invest in expanding 300 km of the North-South Expressway

Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) has just sent a document to the Prime Minister and the Ministry of Construction, officially proposing to be selected as the investor of the project to expand the North-South Expressway in the East in the form of Public-Private Partnership (PPP)

In the proposal, VIDIFI expressed its desire to be given priority to invest in the northern sections, including: Mai Son – National Highway 45, National Highway 45 – Nghi Son, Nghi Son – Dien Chau, Bai Vot – Ham Nghi, Ham Nghi – Vung Ang and Vung Ang – Bung. The total length of these sections is estimated at 300 km, with a total investment of about VND 45,375 billion.

A notable point in VIDIFI’s proposal is a strong commitment to progress, quality and finance. If assigned as an investor, VIDIFI and investors in the joint venture commit to implementing the project on schedule, ensuring quality, and proactively arranging all capital without direct support from the state budget.

VIDIFI representative also said that the unit has worked and agreed with the State Capital Investment Corporation (SCIC) to jointly contribute capital and establish an investor consortium. This is considered a proactive and strategic step to enhance financial, technical and management capacity in implementing key infrastructure projects.

VIDIFI’s proposal to participate in the project to expand the North-South Expressway in the East takes place in the context that the Government is promoting solutions to mobilize social resources to develop the country’s transport infrastructure. Especially, the projects to expand the North-South Expressway are considered urgent to meet the increasing transport needs, ensure traffic safety and promote regional linkage.
