On June 8, the Investigation Police Agency of Dong Nai Province arrested and prosecuted five individuals, including Nguyen Quoc Hung (41, from Hanoi), Bui Thi Thanh Nga (34, Hung’s girlfriend), Ho Long Tri (45, from Ho Chi Minh City), Dinh Huu Hay (34, from Binh Dinh province), and Than Van Hiep (43, from Dong Nai province) for “Fraudulent Appropriation of Property.”

The prosecuted individuals

According to the police, in February 2023, Nguyen Quoc Hung hired an anonymous group on Telegram to create a software project for a cryptocurrency named Matrix Chaine (abbreviated as MTC) on the “SafePal” electronic wallet platform and the B2B Smart Trade platform. The project cost 20,000 USDT (approximately 520 million VND), with Bui Thi Thanh Nga contributing 400 million VND.

To increase profits, Hung and Nga organized events and groups, set targets, and made profit commitments to attract more participants. They also recruited and trained “Leaders” for different regions, established offices, and held seminars, offering extremely high commissions and profits to entice and defraud people into investing their money.

Using this scheme, from early 2023 to the end of 2024, Hung and his group successfully established a community, luring tens of thousands of participants across Dong Nai and other provinces. They registered more than 138,000 accounts and collected 394,276,762 USDT (equivalent to over 10,000 billion VND) before appropriating the funds.

The prosecuted individuals

On May 19, under the direct guidance of Major General Nguyen Duc Hai, Director of Dong Nai Provincial Police, the Provincial Criminal Police Department, in coordination with the Criminal Police Department of the Ministry of Public Security, formed multiple task forces to simultaneously arrest, apprehend, and raid the residences and workplaces of the suspects, seizing numerous related exhibits and evidence for the investigation.

The Dong Nai Provincial Police are currently expanding their investigation into the case.
