So far, the localities have basically completed the site clearance work, especially in Binh Dinh and Phu Yen, where there are currently no major obstacles. The remaining localities have only a few minor and localized obstacles, which need to be addressed in the coming time.
According to Deputy Minister of Construction Nguyen Viet Hung, the main issue now facing these four projects is the construction progress, as some contractors are falling behind schedule. In addition to urging them to speed up, the Ministry has also organized regular inspection teams to identify and address any issues.
At the meeting, the investors committed to completing the projects on time, ensuring that they would be finished by the deadline of December 31, 2025, with some sections completed earlier.
The representative of Project Management Unit 85, the investor of the two projects Hoai Nhon – Quy Nhon (70.1 km long) and Quy Nhon – Chi Thanh (61.7 km long), said that by August 19, a section of the road would be open to traffic. They committed to completing both projects before September 30.
Regarding the Hoa Lien – Tuy Loan project, which is 11.47 km long and passes through Da Nang, the investor reported that the construction package has reached 64% completion, which is 0.49% ahead of schedule. It is expected that the main route will be open to traffic on August 19 and put into operation by September 2.

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh affirmed that the goal remains unchanged – to complete the 231 km of expressways by December 31, 2025.
He requested that the construction progress be accelerated, but emphasized that this should not compromise the quality of the work, nor should it involve shortening procedures, skipping steps, or using substandard materials. He stated that the entire political system must get involved, and the units of the Ministry of Construction must strengthen inspection, supervision, and urging of the implementation.

He also emphasized the importance of rigorous acceptance procedures and the need for auxiliary works (signs, rest stops, toll stations, etc.) to be implemented synchronously before the road is inaugurated. He stated that once the contractors complete the construction, they should promptly finalize the paperwork, and the relevant units should actively make payments.
The Ministry of Construction plans to select a number of well-completed projects for the online groundbreaking and inauguration ceremonies on the occasion of the August Revolution and National Day on September 2, with the event tentatively scheduled for August 19.
