This area, adjacent to Tho Xuan Airport on its eastern side, encompasses a planned area of approximately 2,281.2 hectares.
In terms of character, this is a mixed-use, multi-functional urban area, comprising residential, commercial services, resorts, hotels, restaurants, hospitals, schools, community spaces, green areas, and other auxiliary spaces. Additionally, this area will cater to the training and development of human resources for the industrial and agricultural aviation service clusters.
The current population of the planned area is approximately 17,200, expected to reach 32,000 by 2030 and 62,400 by 2040 (equivalent to an increase of 45,200 people).
Urban land accounts for about 1,218.62 hectares, with a population density of approximately 51.8 people per square km. The average living space in new development areas is approximately 40.9 sqm per person, including about 28 sqm of residential land per person.
The area is divided into five residential groups. Group A covers 229 hectares with an estimated population of 1,600. Group B spans 244.6 hectares and is expected to house 3,050 people. Unit C has an area of 220.8 hectares and a population of 26,350. Unit D covers a total area of 960.6 hectares and is planned for 12,600 residents. Unit E spans 600 hectares and is designed for a population of 18,800.
The project also includes social housing areas to meet the needs of workers in the Lam Son – Sao Vang Industrial Park. The total area of social housing construction land is approximately 13.65 hectares, accounting for 11.1% of new residential land, located in the southern part of the project.
To realize this project, Thanh Hoa Province will attract investment in urban infrastructure development from domestic and foreign sources, including budget funds and other legally mobilized resources.

Tho Xuan Airport is currently managed and operated by the Vietnam Airports Corporation (ACV). According to the master plan by 2030, Tho Xuan Airport will be upgraded to accommodate 5 million passengers per year.
In March 2025, the People’s Committee of Thanh Hoa Province proposed an upgrade for the airport with a total investment of VND 8,015 billion, including VND 4,200 billion for Component 1 and VND 3,815 billion for Component 2. If implemented, the projected operation time for the Tho Xuan Airport upgrade project, invested in through the public-private partnership (PPP) model, is estimated at only 35 years for capital recovery.
