Following the arrest of Mr. Tong Hai Nam, Director-General of the Department of Overseas Labor Management (DOLAM), the Ministry of Home Affairs assigned Mr. Vu Truong Giang to lead the agency.
In an interview with Tien Phong Newspaper, Mr. Vu Truong Giang stated that the Department is reviewing its policies and procedures under the Ministry’s directive to reform administrative procedures.
“The goal is to thoroughly implement online public services and ensure transparency, thereby minimizing direct contact between officials and businesses,” said the Deputy Director of DOLAM.
Prior to the merger of the Ministry of Home Affairs and the Ministry of Labor, Invalids, and Social Affairs (MOLISA), Mr. Vu Truong Giang served as the Deputy Head of the Office of MOLISA.

According to the Ministry of Public Security, the investigation into the case of “Violation of accounting regulations, causing serious consequences” at the Hoang Long Construction Investment and Manpower Supply Joint Stock Company (Hoang Long Company) and related units has been expanded.
The Police Department for Corruption, Economic, and Smuggling Crimes Investigation (C03) found that Mr. Nguyen Ba Hoan, former Deputy Minister of MOLISA (now Deputy Minister of Home Affairs), directed DOLAM to issue regulations and require businesses to obtain a “sub-license” (beyond legal requirements) when executing overseas labor contracts. This created obstacles and difficulties for enterprises, forcing them to meet and bribe leaders of MOLISA and DOLAM.

The Ministry of Public Security issued a decision to supplement the criminal case decision on the charge of “Taking Bribes”; prosecute and arrest Mr. Nguyen Ba Hoan; Tong Hai Nam; Nguyen Gia Liem, former Deputy Director of DOLAM; and Pham Viet Huong, Deputy Director of DOLAM.
