Masterplan of the Capital Region’s Belt Road 4.
Recently, the leaders of the People’s Committee of Hung Yen Province inspected the progress of the investment project for the construction of the Capital Region’s Belt Road 4, which passes through the province.
According to reports from local authorities, the land clearance work for agricultural, public, and corporate land has been basically completed, and the land clearance for residential land is being implemented.
The total area of land cleared so far is nearly 210 hectares (reaching nearly 93%). In particular, Khoai Chau District has completed 100% of the clearance, Yen My District has achieved 99.9%, Van Giang District is over 93%, and Van Lam District is about 87%.
Up to now, the contractor has also implemented more than 50% of the contract value.
At the inspection, the provincial People’s Committee leaders requested that Van Giang and Van Lam districts mobilize resources to urgently complete the site clearance for residential and corporate land. The compensation plan approval must be completed before June 20th. At the same time, the investor is required to strengthen inspection and supervision to ensure the quality of the work.
It is known that the Capital Region’s Belt Road 4 project has a total length of about 112.8 km, passing through 3 provinces and cities of Hanoi, Hung Yen, and Bac Ninh, with a total investment of nearly VND 86,000 billion.
The section in Hung Yen province has an investment capital of about VND 5,200 billion, with a length of 19.3 km passing through 4 districts: Van Giang, Khoai Chau, Yen My, and Van Lam.

Ngoc Hoi Bridge perspective.
Meanwhile, the Ngoc Hoi Bridge (belonging to the Belt Road 3.5) connecting Hanoi and Hung Yen has also made significant progress recently.
Recently, the Office of the Hanoi People’s Committee issued a notice of conclusions by Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, on the construction of Ngoc Hoi Bridge and the two-head road.
Accordingly, the Chairman of the People’s Committee assigned the Hanoi Transport Project Management Board to immediately deploy the pre-qualification of domestic and foreign EPC contractors; and requested the relevant units and sectors to urgently complete the procedures to ensure the construction commencement of the Ngoc Hoi Bridge project on the occasion of the 80th anniversary of the August Revolution (19/8).
Ngoc Hoi Bridge and the two-head road have a total length of about 7.5 km, of which about 5.4 km belongs to Hanoi and about 2.1 km belongs to Hung Yen province.
The starting point at Km0+00 connects to the end point of the Belt Road 3.5 (Phuc La – Van Phu to Phap Van – Cau Gie Highway towards the right bank of the Red River) in Thanh Tri district, Hanoi.
The endpoint at Km7+500 connects to the Belt Road 3.5 (about 700m from the left bank of the Red River) in Van Giang district, Hung Yen province.
In terms of scale, the main bridge crossing the Red River will be about 680m long and over 32m wide, including 6 lanes for motor vehicles and 2 lanes for mixed traffic. The approach bridge is about 6.52 km long and about 33m wide. The approach road on the Hung Yen side is about 300m long and 33m wide.
The total investment for the Ngoc Hoi Bridge project is over VND 11,800 billion.
In the future, when the Capital Region’s Belt Road 4 and Ngoc Hoi Bridge (belonging to Belt Road 3.5) are completed, the journey to the capital will be significantly shortened, instead of having to go through Thanh Tri Bridge or Vinh Tuy Bridge as at present.
