
On the occasion of the 9th China-South Asia Expo and the 29th Kunming Import and Export Fair, in the afternoon of June 19, Deputy Prime Minister Tran Hong Ha met with leaders of the Lancang-Mekong International Energy Company and the China Communications Construction Company (CCCC)
Meeting with Mr. Chen Zhong, Vice President of China Communications Construction Company (CCCC), the Deputy Prime Minister appreciated CCCC as a reputable enterprise in China and worldwide.
Informing that Vietnam is focusing on vigorously developing transport infrastructure, including roads, railways, aviation, and seaports, the Deputy Prime Minister believed that CCCC can participate in the construction of key transport infrastructure projects connecting Vietnam and China.
Regarding the North-South high-speed railway project, the Deputy Prime Minister shared that the State will play a dominant role, but enterprises will directly engage in the implementation. During the construction process, technology transfer and localization for Vietnamese enterprises must be realized through commercial contracts with clear commitments following the law. Together, we will continue to build transport infrastructure.
Thanking the Deputy Prime Minister for his time, Mr. Chen Zhong reported on CCCC’s nearly 30 years of operation in Vietnam and some representative investment projects currently being implemented in the field of green transformation, such as near-shore wind power, waste-to-energy, and transport infrastructure connecting Vietnam and China.
With its proven technical capabilities and reputation in the railway industry value chain (consulting, technical design, construction, and operation…), CCCC aspires to partake in Vietnam’s high-speed and urban railway projects.
Previously, during the meeting with Deputy Prime Minister Tran Hong Ha on August 28, 2024, Mr. Wang Hai Huai, General Director of China Communications Construction Company (CCCC), expressed his interest in Vietnam’s critical transport projects, including the North-South high-speed railway, infrastructure connectivity between China and Vietnam, and metro lines in Hanoi and Ho Chi Minh City.
In November 2024, the investment policy for the North-South High-Speed Railway Project was approved. With a total investment of over $67 billion, the 1,545-kilometer route will connect 20 provinces and cities from Hanoi to Ho Chi Minh City. Upon completion, travel time between the country’s two largest economic centers is expected to reduce from over 30 hours to just 6 hours, given a design speed of 350 km/h.
In April 2025, the Government issued Resolution No. 106/NQ-CP dated April 23, 2025, on the implementation plan for the National Assembly’s Resolution No. 172/2024/QH15 dated November 30, 2024, on the investment policy for the North-South high-speed railway project.
The Resolution sets out a clear timeline, mandating the selection of contractors before November 2026 and the project’s commencement in December 2026. The Ministry of Construction is assigned to take the lead, coordinating with relevant agencies to finalize the project approval process and submit the feasibility report by August 2026. The State Appraisal Council will appraise and submit the feasibility report to the Prime Minister for approval in September 2026.
Simultaneously, the site clearance in the project’s 20 provinces will be carried out by local authorities and EVN, ensuring completion by December 2026 for handover to the construction contractor. Ministries and sectors will organize the selection of contractors, sign contracts, and ensure conditions for the project’s commencement before December 31, 2026. The Ministry of Construction will oversee the construction, equipment procurement, and installation, aiming for project completion by 2035.
