The Government Office has just issued a document directing the Minister of Construction, the People’s Committee Chairpersons of Ninh Binh, Nam Dinh, and Ha Nam provinces, and the Xuan Truong Construction Company, conveying Deputy Prime Minister Tran Hong Ha’s instructions regarding the proposal to construct an international airport and associated infrastructure in Ninh Binh province.
Deputy Prime Minister Tran Hong Ha has assigned the Ministry of Construction to take the lead in coordinating with the People’s Committee of Ninh Binh province (after the completion of the provincial administrative unit rearrangement) and relevant agencies to research and report on the proposals of the Xuan Truong Private Enterprise. A written proposal should be submitted to the Prime Minister within June.
Previously, the proposal by Xuan Truong Construction Company to build an international airport in the new Ninh Binh province (after the merger of Ha Nam, Nam Dinh, and Ninh Binh) attracted attention.
Specifically, Mr. Nguyen Van Truong, Director of Xuan Truong Construction Company, proposed constructing an international airport and a system of nine bridges spanning the Day and Hoang Long rivers to connect the center of Ninh Binh with its neighboring provinces, Nam Dinh and Ha Nam.
The enterprise suggested investing and calling for investment in constructing an international airport in Yen Yen district, Nam Dinh province, or a location surveyed and selected by the Ministry of Construction. The goal is to serve the strategy of developing Ninh Binh into a cultural and tourism center of the country in the future.
Additionally, the enterprise requested permission to collaborate with the new Ninh Binh province in constructing two main roads with eight lanes each, connecting the Trang An-Bai Dinh heritage site (the center of Ninh Binh) with the cities of Nam Dinh and Phu Ly.
Simultaneously, the construction of nine bridges across the Day and Hoang Long rivers is proposed to realize the vision of transforming Ninh Binh into a cultural and tourism hub for the nation.

The investment capital for the airport will include the budget of the new Ninh Binh province (after the merger) and socialized capital from enterprises, without using the central budget. The construction time for the two roads and nine bridges should not exceed 12 months.
In 2024, Ninh Binh welcomed approximately 12 million domestic and international tourists. By 2025, the number of visitors is expected to reach 20 million. With the increasing demand for transportation, the international airport is anticipated to provide a significant boost to the economic and tourism development of the region.
