The People’s Committee of Thai Nguyen province has just issued a plan for the development of social housing in 2025 in the area.

According to the plan, the People’s Committee sets out tasks and solutions to strive for the goal of developing social housing in 2025.

Specifically, the Provincial People’s Committee requires supplementing the target of completing social housing in 2025 and the following years until 2030 into the target of socio-economic development of the province and localities.

Review and synthesize the location and land fund planned for social housing in the province; urgently complete the procedures for approval of investment policies and at the same time assign investors for projects that have not yet been approved for investment policies, investment approval, or equivalent legal documents for the land fund for social housing that has been planned.

At the same time, continue to review and supplement urban planning and industrial zone planning, ensuring that there is enough land for social housing development, including worker dormitories and housing for the armed forces; strictly implement regulations on allocating land for worker dormitories in industrial parks and 20% of residential land in commercial housing projects and urban areas for social housing development according to law.

For projects that have started construction, the investors must be urged to concentrate resources to implement and strive to complete them in 2025. Review the 20% land fund allocated for social housing construction in commercial housing projects and social housing projects that have been approved for investment policies, and select investors to require them to complete procedures to start construction of social housing in 2025.

For commercial housing projects and urban areas that have been approved for investment policies to hand over the land fund for social housing construction to the State for allocation to other organizations for investment in social housing construction but have not yet done so, consider adjusting the documents approving investment policies and assigning the investors of those commercial housing projects to directly invest in building social housing with a commitment to complete the procedures to start construction within 12 months.

In addition, review and guide the construction of social housing invested by individuals, convert the housing function of individuals’ investment into rental housing in accordance with the Law on Housing, and support procedures, typical design models, design costs, construction permits, business registration… approved by competent authorities to support households in need and meet the conditions.

Also in the plan, for the social housing project in Bach Quang ward (Song Cong city), the People’s Committee of Thai Nguyen province requires the investor, VITC High-tech Construction Investment Joint Stock Company, to coordinate with the People’s Committee of Song Cong city to implement compensation, resettlement support, and at the same time organize the establishment, appraisal, and approval of the project to soon start the construction of social housing works of the project.

For the worker housing and social housing project in Tich Luong ward (Thai Nguyen city) invested by Binh Minh Phat Joint Stock Company, the Provincial People’s Committee requires the investor to focus on speeding up the construction of social housing blocks and technical infrastructure of the project; proactively and promptly propose competent authorities to remove difficulties and obstacles of the project (if any)…

According to Decision No. 444/QD-TTg, the target for completing social housing in the period of 2025-2030 in Thai Nguyen province is 24,200 units, of which the target for 2025 is 1,084 units. However, according to a recent report by the Ministry of Construction, Thai Nguyen is one of the 22 localities that are struggling to complete the target for social housing development.
