According to the Law on Cadres and Civil Servants (amended), cadres who violate the provisions of this Law and other relevant laws shall, depending on the nature and extent of the violation, be subject to one of the following disciplinary measures: reprimand; censure; demotion (applicable to cadres who are approved, appointed, or assigned to hold positions or titles); removal from office.

Civil servants who violate the provisions of this Law and other relevant laws shall, depending on the nature and extent of the violation, be subject to one of the following disciplinary measures: reprimand; censure; demotion (applicable to civil servants in leadership or management positions); dismissal.
Thus, the disciplinary measure of demotion has been removed for civil servants holding leadership or management positions, and the measure of salary reduction has been removed for civil servants who do not hold such positions.
According to the report on the absorption and explanation of the opinions of the National Assembly deputies on the draft Law on Cadres and Civil Servants (amended) presented by the Minister of Home Affairs, Pham Thi Thanh Tra, the removal of the demotion measure for civil servants ensures consistency in the number of disciplinary measures applicable to civil servants in leadership or management positions, both in terms of Party discipline and administrative discipline.
Regarding the measure of salary reduction, the draft law does not continue to include it as a form of disciplinary action to ensure consistency with Clause 2, Article 31 of the draft law, which states that civil servants rated as failing to complete their tasks may be considered for reassignment to a lower-level position (with a corresponding lower-level salary bracket and a lower salary step).
According to the drafting agency, the removal of this measure also ensures consistency with the three forms of disciplinary action applicable to Party members who do not hold leadership or management positions (reprimand, censure, and dismissal).
