On the morning of June 27th, the National Assembly passed a resolution on piloting several mechanisms and special policies for the development of Hai Phong city, consisting of 12 articles, which will take effect from July 1st, 2025.

The resolution stipulates pilot mechanisms and special policies for the development of Hai Phong city regarding investment management; financial management and state budget; planning, urban, resource, and environmental management; management of science and technology, and innovation; income of officials, civil servants, public employees, experts, scientists, individuals with special talents, managers, and highly skilled workers; and the establishment and operation of the city’s free trade area.

The National Assembly also passed a resolution on the policy approval for the investment project to build the Quy Nhon-Pleiku expressway.

The Quy Nhon-Pleiku expressway project is approximately 125km long and divided into three component projects. It will employ advanced and modern technologies to ensure safety, synchronization, quality, and efficiency. Electronic non-stop toll collection will be implemented in the operation and exploitation of this project.

The project’s estimated land requirement is 942.15 hectares, and the preliminary total investment is estimated at VND 43,734 billion. The capital source is from the state budget, including surplus and savings from the state budget in 2024, and the central and local budgets for the periods of 2021-2025 and 2026-2030. The project is expected to start in 2025 and be completed and put into operation by 2029.

On the morning of June 27th, the National Assembly also passed a resolution on the approval of the state budget settlement for the year 2023; and a resolution on the implementation of the Law amending and supplementing a number of articles of the Law on the Organization of the People’s Court, the Law amending and supplementing a number of articles of the Law on the Organization of the Procuracy, procedural laws, and other related laws.

The National Assembly also passed the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Trade Union Law, the Youth Law, and the Law on the Implementation of Democracy at the Grassroots Level; the Law amending and supplementing a number of articles of 11 laws on military and defense; and the Law amending and supplementing a number of articles of the Criminal Procedure Code.
