In this regard, the Deputy Prime Minister assigns the Ministry of Construction to take the lead, in collaboration with the People’s Committee of Ninh Binh province and relevant agencies, to study the proposal of Xuan Truong Construction Company. A report on this matter shall be submitted to the Prime Minister in writing by June.

Previously, Xuan Truong Construction Company sent a direct proposal to the General Secretary and the Prime Minister, suggesting the construction of an international airport in Yi Yen County (now Nam Dinh) or an appropriate location to be surveyed and determined by the Ministry of Construction.

The company committed to sourcing investment capital without utilizing the central budget, instead relying on funds from the newly established Ninh Binh province and social mobilization.

In addition to the airport, the company also proposed building nine bridges spanning the Day and Hoang Long rivers, along with two eight-lane road axes connecting the Trang An-Bai Dinh heritage site (Ninh Binh Center) to Nam Dinh and Phu Ly (Ha Nam).

With these infrastructure projects, the company envisions the formation of a modern system that supports the development of Ninh Binh province into a national cultural and tourism hub.
