The Deputy Prime Minister has agreed with the proposal from the Ministry of Finance and VEC to implement the Project for Expanding the Ho Chi Minh City – Long Thanh Highway as an emergency project, with construction set to begin on August 19, 2025.

The Deputy Prime Minister has also assigned the Ministry of Finance and VEC to clarify the necessity and urgency of the project in terms of economic, social, and political significance, as well as the construction timeline. VEC is expected to commit to completing the project on time and within a more cost-effective budget compared to similar tendered packages, resulting in savings for the state budget. A report on this is to be submitted to the Deputy Prime Minister before June 27, 2025.

The Project for Expanding the Ho Chi Minh City – Long Thanh Highway has been assigned to VEC by relevant authorities. According to the approved investment policy, the project will be nearly 22km long, starting at Km4+000 (Vanh Dai 2 intersection) in Thu Duc City, Ho Chi Minh City, and ending at Km25+920 (Bien Hoa – Vung Tau highway intersection) in Long Thanh District, Dong Nai Province. In terms of routing, the project will mostly follow the existing route, expanding to both sides, except for the Long Thanh Bridge section, which will be expanded towards the right of the current route (downstream).

Regarding the project’s scale, the section from Vanh Dai 2 Intersection to Vanh Dai 3 Intersection (Km4+000 – Km8+844.5) will be expanded from four lanes to eight lanes. The section from Vanh Dai 3 Intersection to Bien Hoa – Vung Tau Highway Intersection, excluding the Long Thanh Bridge section (Km8+844.5 – Km25+920), will be expanded from four lanes to ten lanes.

Specifically, for the Long Thanh Bridge, a new bridge unit will be constructed with five complete lanes in the direction from Ho Chi Minh City to Long Thanh, located to the right of the existing bridge (downstream).

The project is divided into three components: Component 1, expansion of the Ho Chi Minh City – Long Thanh highway, under the management and investment of VEC; Component 2, compensation, support, and resettlement for the section passing through Ho Chi Minh City, implemented by the People’s Committee of Ho Chi Minh City; and Component 3, compensation, support, and resettlement for the section passing through Dong Nai Province, implemented by the People’s Committee of Dong Nai Province. VEC is responsible for arranging funds to make payments according to the needs and progress proposed by the localities.

In recent years, the highway has experienced heavy traffic, with the section from An Phu Intersection (Ho Chi Minh City) to Bien Hoa – Vung Tau Highway Intersection (Dong Nai Province) exceeding its design capacity by 25%. By 2026, with the opening of Long Thanh Airport, the project will not be able to cope if expansion does not occur.

With the expansion of the Ho Chi Minh City – Long Thanh Highway, residents of Ho Chi Minh City can look forward to reduced traffic congestion and improved mobility. The project will also boost economic development and real estate values in the vicinity of Long Thanh Airport, benefiting the people of Dong Nai Province.
