On February 1, Nghệ An Provincial People’s Committee worked with the National Power Transmission Corporation (EVNNPT) and its member units to hear reports on the land clearance work for the 500kV circuit 3 projects.
The 500kV Quảng Trạch-Quỳnh Lưu transmission line project consists of 2 circuits, with a total length of approximately 225.5km, passing through the territories of 3 provinces: Quảng Bình, Hà Tĩnh, and Nghệ An. Of which, the section passing through Nghệ An Province is approximately 82.33km long, with 168 tower locations, located in the districts of Nam Đàn, Nghi Lộc, Diễn Châu, Yên Thành, and Quỳnh Lưu.
The 500kV Quỳnh Lưu-Thanh Hoá transmission line project consists of 2 circuits, with a total length of approximately 92km, passing through the territories of 2 provinces: Nghệ An and Thanh Hóa. Of which, the section passing through Nghệ An Province is approximately 17.5km long, with 34 tower locations, located in Quỳnh Lưu District and Hoàng Mai town.
Both projects have been approved by the Prime Minister for investment and investor appointment in Decision No. 1507/QD-TTg dated December 1, 2023, and Decision No. 1508/QD-TTg dated December 1, 2023, with the project implementation schedule aiming to be completed by June 2024.
It is determined that these are very important and urgent projects. Over the past time, Nghệ An Province has regularly directed departments, localities, and units to focus on completing some basic contents to implement the projects.
So far, the Quảng Trạch-Quỳnh Lưu 500kV line has paid compensation and handed over land for 53/168 tower locations; the Quỳnh Lưu-Thanh Hóa 500kV line has paid compensation and handed over land for 11/34 tower locations.
However, the implementation process is facing difficulties and obstacles in forest land use change procedures, compensation support, and land clearance.

To ensure the urgent schedule of completing the project’s energization in June 2024 as directed, at the working session, Deputy General Director of EVNNPT Trương Hữu Thành requested Nghệ An Provincial People’s Committee to instruct local departments and agencies to support and coordinate in maintaining the original line alignment in some sections to promptly consider approving the change of forest land use purposes and address obstacles for temporary road construction to serve the construction of tower positions through the forest, ensuring the progress.
Nghệ An Provincial People’s Committee directed relevant departments, localities to coordinate with the People’s Committees of the relevant localities to review and thoroughly resolve issues of encroachment, disputes over forest management rights between households and forest management boards, create the basis for localities to confirm land use history, formulate compensation and support plans in accordance with regulations.

After hearing the opinions of the investors, consulting units, construction units, the localities, and the relevant departments, Standing Vice Chairman of Nghệ An Provincial People’s Committee Lê Hồng Vinh affirmed that these are very important projects. Nghệ An Province has regularly directed departments, localities, and units to focus on implementing the projects.
To accelerate the progress of project implementation, the province’s leaders requested the investor to allocate sufficient funding, unify the policy framework for the local land clearance council to implement in accordance with regulations.
Instruct the consulting unit to review and specifically evaluate the affected forest area that needs to be changed in use purpose for consideration and solution; thoroughly survey the mining area to ensure construction safety.
Proactively coordinate with localities to mobilize land users, affected properties to receive money and hand over foundations of tower positions and public road sections to serve construction…
The Standing Vice Chairman of Nghệ An Provincial People’s Committee also directed departments, boards, and local agencies to regularly coordinate closely with relevant units during the project implementation process. Nghệ An Province is determined to complete the land for tower positions in February 2024 and the corridor in March 2024 to meet the target requirements of the Prime Minister’s directive.
