New road fees start tomorrow, citizens need to know

The individuals subject to road toll fees include cars, trucks, and similar types of vehicles.

The Government has issued Decree No. 90/2023/NĐ-CP regulating the rates, collection regime, exemption, management, and use of road tolls (referred to as road tolls) officially applicable from February 1, 2024.

Accordingly, the subjects liable to pay road tolls are registered road motor vehicles (having a vehicle registration certificate and license plate number), inspected for circulation (issued Technical Safety and Environmental Protection Certificate), including: Cars, tractors, and similar vehicles (cars).

Especially, cars mentioned above will not have to pay road tolls in some cases.

Specifically, the latest road toll rates for cars and vehicles are as follows:

7 cases exempt from road tolls

In addition, according to the new circular effective from tomorrow, February 1, 2024, the cars specified above will be exempt from road tolls if they fall into one of the following cases:

Vehicles destroyed by accidents or natural disasters.

Vehicles seized or their vehicle registration certificates and license plates confiscated.

Vehicles involved in accidents that cannot continue to operate and need repairs for more than 30 days.

Business transport vehicles of enterprises, cooperatives, cooperative unions engaged in transport business (enterprises) temporarily cease continuous operation for more than 30 days.

Enterprise vehicles not involved in traffic, not using roads within the road traffic system (only issued Technical Safety and Environmental Protection Certificate and not granted inspection sticker according to regulations on inspection for technical safety and environmental protection of road motor vehicles by the Ministry of Transport) or vehicles currently participating in traffic, using roads within the road traffic system (already issued Technical Safety and Environmental Protection Certificate and Inspection Sticker according to regulations on inspection for technical safety and environmental protection of road motor vehicles by the Ministry of Transport) are transferred to not participating in traffic, not using roads within the traffic system, only used within the scope: Driving examination center; railway station; port; mining area; livestock, agricultural, forestry, aquatic product production, processing area; construction site (transportation, water conservancy, energy).

Vehicles registered, inspected in Vietnam but operated continuously abroad for more than 30 days.

Vehicles stolen during a period of 30 days or more.

In the case that cars have already paid road tolls, the vehicle owners will be refunded the paid toll amount (applicable to cars destroyed; having registration certificate and involved in accidents that cannot continue to operate and need repairs for more than 30 days) or deducted from the next period’s toll amount (applicable to cars still in operation) corresponding to the unused road period.
