Regarding the case of Khai Vy Corporation’s illegal construction of the 5-star Merperle Dalat Hotel at 1 Hung Vuong Street, Ward 10, Da Lat City, Lam Dong Province, recently, Da Lat People’s Committee has reported on the inspection of this project.
Accordingly, in March 2021, Khai Vy Corporation was granted a construction permit for the Merperle Dalat Hotel on a 1.17ha plot. The total floor area (excluding basement and roof) of the project is 29,832m2 with 10 floors.
Based on the proposal of the Department of Construction, in September 2023, Lam Dong Provincial People’s Committee approved Khai Vy Corporation’s request to modify the design of the Merperle Dalat Hotel.
Specifically, the floor area on the 2 basement floors and ground floor was adjusted to increase a total of 3,566m2. At the 9th floor, the area for hotel rooms, swimming pool, and fitness room was converted into a gym and bar area.

Upon approving the design modification, Lam Dong Provincial People’s Committee requested Khai Vy Corporation not to cut columns and beams that would affect the structure of the project. At the same time, they must complete the fire protection and construction permit documents.
According to Da Lat People’s Committee, at the time of inspecting the current status of the Merperle Dalat Hotel (January 2024), Khai Vy Corporation was complying with the suspension of construction for the violated section and not initiating any new construction items.
After being fined for unauthorized construction, in October 2023, Khai Vy Corporation paid a fine of 110 million dong.
Regarding the main building of the 5-star Merperle Dalat Hotel, Da Lat People’s Committee stated that Khai Vy Corporation has completed the construction and put it into use.
For the violated construction section, the developer has already poured the floor at the 1st floor. At that floor, 25 reinforced concrete columns have been poured, and the formwork for the floor is being assembled.
Da Lat People’s Committee requested Ward 10 People’s Committee to continue inspecting, verifying, and monitoring the construction of Khai Vy Corporation’s 5-star hotel, promptly detecting any violations and preparing necessary documents for strict handling.
As reported by VietNamNet, on October 11, 2023, Da Lat People’s Committee ordered Khai Vy Corporation to cease construction of the Merperle Dalat Hotel in order to handle the construction violations at this 5-star hotel project.
Specifically, the company had illegally constructed 3,600m2 on the two basement floors and the floor, and the unauthorized construction of the roof area with a violation area of 900m2.
At the same project, in May 2020, Da Lat People’s Committee issued an enforcement decision, requiring Khai Vy Corporation to take remedial measures for the unauthorized construction of 29 beam sections, with a violation area of over 741m2.
