Accordingly, the Inspectorate of the Department of Natural Resources and Environment of Quang Binh province has conducted inspections of 19 production and business establishments in the fields of services, tourism; production of ceramic tiles and non-fired tiles; buffalo and cattle farming; processing of resin, rubber; production of cement and concrete products; garment industry… in the city of Dong Hoi and districts of Quang Trach, Bo Trach, Minh Hoa, Quang Ninh, Le Thuy, and Ba Don town.
At the time of the inspection, there were 17 operating production and business units and 2 units temporarily suspended from production. According to the operating model, there were 7 joint-stock companies and 12 limited-liability companies.
Through the inspection of environmental protection activities, the Inspectorate of the Department of Natural Resources and Environment of Quang Binh province found that 8 units had not established files to propose inspections and confirm the implementation of environmental protection works and measures to serve the operational phase. These units are now required to establish files to propose environmental permits for competent authorities to consider granting permits in accordance with regulations. They include: Livestock farms and transfer stations of the Limited Liability Commercial Company Le Dung Linh; FSEC ecotourism area of the Limited Liability Investment Company Linh Viet Nam; Phu Cuong Hotel by Hai Cuong Trading and Services Limited Liability Company; Industrial sewing factory by S&D Quang Binh Limited Liability Company; Cement manufacturing plants for precast concrete and asphalt by Hoang Huy Toan Limited Liability Company; Nguyên Anh Cam Lien precast concrete factory by Nguyen Anh I Construction Material Business Joint Stock Company; Quang Phat Wood Production Factory by Quang Phat Wood Joint Stock Company; Concentrated clean livestock and poultry slaughterhouses by Hai Duong Manufacturing and Trading Limited Liability Company.
In terms of implementing regular environmental monitoring programs, according to the Inspectorate of the Department of Natural Resources and Environment of Quang Binh province, 6 units have not fully implemented them in 2020 and 2021, including: FSEC ecotourism area; Phu Cuong Hotel; Quang Phat Wood Production Factory; management area of stopping points and tourist routes under the Tú Làn Cave Cultural, Ecological, and Discovery Tourism Development and Conservation Project of Chua Me Dat Limited Liability Company; Non-fired brick production factory of Thuan Son Mineral Joint Stock Company; Concentrated clean livestock and poultry slaughterhouses by Hai Duong Manufacturing and Trading Limited Liability Company.
Regarding the annual environmental protection report, the Inspectorate of the Department of Natural Resources and Environment of Quang Binh province stated that 12 units have not complied, including: Quang Binh Resin Processing Joint Stock Company, Hai Duong Manufacturing, and Trading Limited Liability Company, Linh Viet Nam Investment Limited Liability Company, Chua Me Dat Limited Liability Company, Truong Thanh Quang Binh Construction Limited Liability Company, S&D Quang Binh Limited Liability Company, Truong Thanh Import-Export Limited Liability Company, Doan Ket Phu Quy Limited Liability Company, Hao Hung Quang Binh Limited Liability Company, Hoang Huy Toan Limited Liability Company, Nguyen Anh I Construction Material Business Joint Stock Company, and Quang Phat Wood Joint Stock Company.
As for the FSEC ecotourism project, there is another violation of not building a centralized wastewater treatment system as indicated in the approved environmental impact assessment report. In addition, 3 units have not declared and paid environmental protection fees for industrial wastewater according to regulations, including: COSEVCO Ceramics and Construction Joint Stock Company; Nguyen Anh I Construction Material Business Joint Stock Company; and Hai Duong Manufacturing and Trading Limited Liability Company.
In terms of water resource management, the inspection found the following: Kaolin Quang Binh Bohemia Limited Liability Company has not developed a plan for filling up Well I; COSEVCO Ceramics and Construction Joint Stock Company has not developed a plan to cease exploitation and carry out treatment and filling of wells as required in Decision No. 5242/QD-UBND dated December 31, 2021, of Quang Binh Provincial People’s Committee; Quang Binh Cassava Starch Joint Stock Company has not submitted a periodic report for 2022 on water resource exploitation and use activities to the competent authority as regulated.
