Government Issues Plan to Implement New Wage Policy

The government has recently released a plan to implement a reform in salary policies for officials, civil servants, employees, armed forces, and workers in enterprises.

The goal of the Plan is to ensure the construction and timely implementation of the new salary regime for officials, public servants, civil servants, and armed forces from July 1, 2024. The responsibilities and coordination of ministries, agencies, and local authorities in the implementation of salary policy reform are clearly defined.

One of the objectives of the Plan is to develop and improve regulations on the new salary regime for officials, public servants, civil servants, and armed forces. This includes constructing three salary and allowance tables for the armed forces, perfecting financial management mechanisms for administrative agencies and public career units to comply with the new salary regime, and developing a Government Decree on the new salary regime for officials, public servants, civil servants, and armed forces.

The Government issues a Plan to implement the new salary policy.

In addition, the Plan also involves the development of a Decision by the Central Committee of the Party on the new salary regime for officials, public servants, and civil servants in Party agencies, the Vietnam Fatherland Front, and political and social organizations. It also includes the development of a Resolution by the Standing Committee of the National Assembly on the new salary regime for officials, public servants, and civil servants in the National Assembly, provincial and district People’s Councils, and specialized courts, procuracies, and audit institutions. Furthermore, it encompasses the development of guidance documents for the implementation of the new salary regime according to the authority delegated in the Decision of the Central Committee, Resolution of the Standing Committee of the National Assembly, and Government Decree on the new salary regime.

In addition, the development and improvement of regulations on the new salary policy for the business sector, including the adjustment of the minimum wage level based on the recommendations of the National Wage Council in accordance with the provisions of the Labor Law, and the issuance of a Decree on labor management, wages, remuneration, and bonuses for state-owned enterprises are also part of the Plan.

Another element of the Plan is the continuation of the streamlining of organizational structures and the downsizing of positions receiving salaries from the state budget, as well as the restructuring of officials, public servants, and civil servants based on job positions, titles, and leadership positions associated with salary policy reform in accordance with the spirit of Resolution 18-NQ/TW, Resolution 19-NQ/TW of the 6th Plenum of the 12th Central Committee, and Resolution 27-NQ/TW of the 7th Plenum of the 12th Central Committee.
