Implementing “4-in-place” deployment for the 500kV transmission line project phase 3 extension.

The Prime Minister has instructed to promptly focus on implementing rigorous and effective measures to ensure electricity supply in 2024 and the following years, including promoting the ongoing 500kV circuit project.

On the morning of January 28, in Thanh Hoa province, Prime Minister Pham Minh Chinh chaired a conference to promote the progress of the construction of the 500kV Circuit 3 power transmission line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) – the extended 500kV Circuit 3.

The conference was organized in the form of an online meeting at the main headquarters in Thanh Hoa and other meeting points in 8 other provinces where the transmission lines pass through.

The conference was attended by Deputy Prime Minister Tran Hong Ha; Minister of Industry and Trade Nguyen Hong Dien; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang; leaders of central ministries, branches, and the Vietnam Electricity Group; Secretary of the Provincial Party Committee, Chairman of the People’s Committee of 9 provinces with projects passing through including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen.

Prior to this conference, on the afternoon of January 27, Prime Minister Pham Minh Chinh directly inspected the construction and presented gifts to encourage the construction forces of the 500kV Circuit 3 power transmission line construction project in the provinces of Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa.

The 500kV power transmission line project from Quang Trach to Pho Noi has a total length of about 519 km, with the starting point being the Quang Trach Power Center (Quang Binh), and the ending point being the Pho Noi 500kV substation (Hung Yen); including 4 component projects; with a total investment of about 22,356 billion VND.

After a period of delay due to various reasons, under the strong direction of the Government, the Prime Minister, many obstacles have been resolved, and in the last days of December 2023 and January 2024, the project has been simultaneously commenced and accelerated implementation.

According to the Vietnam Electricity Group, so far, all the component projects have completed the investment preparation work according to the regulations; 226 construction packages, supply of materials, equipment, major accessories are being accelerated.

In terms of land clearance and handover of foundation and column positions, up to now, the Nam Dinh I-Thanh Hoa component project has handed over 175/180 foundation positions and 35/75 anchoring positions; the Nam Dinh I-Pho Noi project has handed over 209/334 foundation positions; the Quang Trach-Quynh Luu project has handed over 39/463 foundation positions; the Quynh Luu-Thanh Hoa project has handed over 46/202 foundation positions.

Construction work has been concentrated and implemented. Specifically, the Nam Dinh I-Thanh Hoa component project has completed the casting of 44/180 foundation positions and is currently carrying out road construction, excavation and casting of foundations, pile driving at 112 foundation positions in the provinces of Thanh Hoa, Ninh Binh, and Nam Dinh.

The Nam Dinh I-Pho Noi component project is simultaneously constructing 27 foundation positions, excavating soil for 17 positions, and building temporary roads for 10 positions. The Quynh Luu-Thanh Hoa component project is implementing construction work at 3 positions and constructing temporary roads at 1 position. The Quang Trach-Quynh Luu project is implementing construction work at 3 positions.

Currently, the project implementation still faces some difficulties and obstacles such as slow land clearance work in some localities; some locations lacking logistics roads, construction space; difficulties in choosing construction methods, especially at locations with difficult and complex terrain…

At the conference, leaders of ministries, branches, and localities reported and discussed the situation and solutions to promote all stages, items, and tasks of the project such as land clearance work; determining the right of way; excavation, construction of foundations, erection of columns, stringing…

In particular, the localities, ministries, departments, and entities proposed coordination plans to bring into play the comprehensive strength of the central government, localities, specialized agencies to implement the project; committing to actively perform their assigned functions, tasks, powers, and contribute to the completion of the project according to the plan.

In his concluding speech at the conference, Prime Minister Pham Minh Chinh emphasized that electricity is an essential need for every citizen and for the socio-economic development of the country as a whole; electricity cannot be lacking for production, business, and consumption.

The Prime Minister stated that at present, the total power capacity of our country is not inadequate, but in 2023, there were still local power shortages, due to unscientific and reasonable management. Therefore, the Prime Minister of the Government has directed early concentration to implement resolute, effective measures to ensure electricity supply in 2024 and the following years. Among them is the promotion of the extended 500kV Circuit 3 project because this is a national key project, urgent, and important for national energy security, especially for the Northern region; requiring the participation of ministries, branches, the political system, provinces, localities with transmission lines passing through.

With its importance, the project should have been implemented many years ago, but due to various reasons, the project was delayed. Therefore, the Government has resolutely directed the project implementation, make up for the delay time, and strive to complete the project by June 2024. “This goal is a great pressure, requires high determination, great effort, resolute action, focusing on what we say, we must do it,” the Prime Minister emphasized.

Head of the Government requested ministries, branches, localities, and units to concentrate on implementing the project to ensure progress; improve the quality, technical aspects of the project; labor safety, environmental sanitation; ensuring no negativity, corruption, group interests. Especially, ministries, branches, investors, and localities need to closely coordinate to solve emerging difficulties, place national interests above all, first and foremost.

The Prime Minister proposed that the Secretary of the Provincial Party Committee, the Chairman of the People’s Committee directly direct the resolution of project-related issues according to their functions, tasks, and powers; assign Deputy Prime Minister Tran Hong Ha and Minister of Industry and Trade Nguyen Hong Dien, together with the leaders of the relevant agencies to conduct monthly meetings to review, promote the progress of the project; build plans, progress of implementing the project for each province; assign Deputy Prime Minister Tran Luu Quang to direct the handling of issues related to the conversion of forest land to serve the project, in which amend Decree 156 guiding detailed implementation of some provisions of the Forestry Law before the Lunar New Year 2024.

The Head of the Government specifically directed the tasks for ministries, branches, and localities according to the schedule in terms of land clearance work; determining the right of way; excavation of foundations, construction of foundations, erection of columns; construction of stringing lines…

“We must mobilize forces and means in place, materials in place, and commanders in place to implement the project; both mobilizing comprehensive strength and creating employment for the people in the project area,” the Prime Minister directed.

In addition, the Prime Minister requested to strengthen information and propaganda to help people understand the significance of the project and support its implementation, for the national and ethnic interests, the development of each locality, and for the interests of each individual; organize ensuring security and order at construction sites; take care of material and spiritual life for workers and laborers on the construction site to ensure peace of mind for everyone to work; enhance inspections, urge, resolve difficulties, overcome challenges, meanwhile, reward, discipline promptly.

Regarding the issue of construction materials, the Prime Minister requested the Ministry of Construction to pay attention to ensuring supply sources; manage prices, meet timely; localities must also participate in ensuring materials.

The Prime Minister emphasized that the Government, the Prime Minister, ministries, agencies, localities, corporations, and state corporations must perform their work according to their assigned functions, tasks, powers, unify their will, act together, “only talk about doing, not talk about stepping back”, closely coordinate, innovate thinking, and working methods, continue to promote achievements, overcome limitations, solve difficulties, find solutions to issues that need to be resolved, “whoever does better is the one who does it.”

Prime Minister Pham Minh Chinh noted that the power industry and localities should study and build power stations along this extended 500kV Circuit 3 line to bring electricity down to serve socio-economic development in localities, especially in economic zones, industrial zones, tourism areas, services…

Saying that the lessons learned from implementing the project, Prime Minister Pham Minh Chinh requested, “what we have said is what we have to do, we have committed to implementing effectively; if the Party has a policy, we must strictly implement it.”

Welcome the Vietnam General Confederation of Labor regarding the idea of launching a movement to compete in implementing the extended 500kV Circuit 3 construction project to welcome major national holidays in 2024, the Prime Minister expressed confidence that the extended 500kV Circuit 3 construction project will be completed before June 30, 2024 as the set target. /.
