Bộ trưởng Bộ Nội vụ Phạm Thị Thanh Trà: In 2024, the Ministry of Internal Affairs sets out the motto of action “Discipline, Exemplary, Professional, Effective” to bring about positive changes in various aspects of the Internal Affairs sector.

Sharing on the State Organization Journal, Minister of Internal Affairs Phạm Thị Thanh Trà said: In 2023, the Ministry and the entire Internal Affairs sector have made many innovative, dynamic, creative, determined efforts to successfully fulfill the assigned political tasks, make significant changes recognized by the Party, State, political system, officials, civil servants, and the people.

These are: focusing on building and perfecting institutions and policies; proactively and strongly innovating public service activities, civil servants; emphasizing decentralization and delegation of authority; continuing to actively advise the Party and State on organizing the arrangement of administrative units at the district and commune levels.

Innovating and improving the role, responsibilities, quality, and efficiency of the contingent of cadres, civil servants, and non-specialized activists at the commune level, creating a basis for linking commune-level civil servants with higher levels authority.

Proposing to adjust the basic salary to increase by 20.8%, contributing to improving the income of those receiving salaries from the state budget; actively advising on the implementation of the new salary reform policy according to Resolution No. 27-NQ / TW of the 12th Central Party Committee.

Significant results in the work of building and perfecting institutions and policies in the Internal Affairs sector

Highly focused on completing the construction of the national database of cadres, civil servants, and officials; actively improving the quality and efficiency of administrative reform, contributing to building a public administration system serving the people that is streamlined, professional, effective.

Implementing synchronized measures to implement the Competition and Reward Law for 2022 and promote digital transformation in all areas of the Ministry of Internal Affairs.

In particular, in 2023, the work of building and perfecting institutions and policies in the Internal Affairs sector achieved remarkable results in a unified, coordinated manner, ensuring the consistency between Party regulations and practical requirements to promote innovation and development.

Accordingly, the Ministry of Internal Affairs submitted 04 documents, projects to the Politburo, the Central Party Committee; submitted to the National Assembly for comments at the 6th session of the 15th National Assembly on the Draft Archives Law (amended); submitted to the Standing Committee of the National Assembly for promulgation of 14 Resolutions; submitted to the Government for promulgation of 14 Decrees, 03 Resolutions; submitted to the Prime Minister for promulgation of 20 Decisions, 03 Official Dispatches. The Minister of Internal Affairs also issued 22 Circulars, 07 consolidated documents.

Proactively advise on the comprehensive implementation of salary reform

An important highlight in the work of building and perfecting institutions is that the Ministry has proactively and actively advised on the implementation of the policy of arranging district-level and commune-level administrative units in the period of 2023 – 2030.

Proactively advise authorized levels to implement the salary reform policy in a synchronized, unified, comprehensive, and effective manner in accordance with the Resolution No. 27-NQ / TW of the 12th Central Party Committee to implement the salary reform policy from July 1, 2024.

The Ministry of Internal Affairs has proposed to increase the basic salary for officials, civil servants, and armed forces from 1,490,000 VND/month to 1,800,000 VND/month from July 1, 2023 (an increase of 20.8%), which has been recognized, appreciated, and assessed by voters and the people.

The Ministry of Internal Affairs will prioritize comprehensive work on building and perfecting institutions

According to Minister of Internal Affairs Phạm Thị Thanh Trà, based on the achievements in the past year, in 2024, the Ministry of Internal Affairs sets out the motto of action “Discipline, Exemplary, Professional, Effective” to bring about positive changes in various areas of the Internal Affairs sector.

In which, the Ministry of Internal Affairs will comprehensively prioritize and concentrate resources on building and perfecting institutions and policies in the Internal Affairs sector, focusing on innovation, improving the quality and efficiency of organizational systems and staff; public service, civil servants; building local authorities, improving the quality and efficiency of activities of commune-level authorities.

Research, propose amendments to the Government Organization Law, the Local Government Organization Law, the Civil Servant Law, and the Public Servant Law to meet the requirements of building a state administrative system in the new situation.

Comprehensive, unified, and effective implementation of salary reform

In addition, the Ministry of Internal Affairs also promotes administrative reform, basically perfects the public service regime according to job positions; perfects the standards for civil servant titles and the standards for leadership and management titles at all levels.

Implements regulations on discovering, attracting, employing talented individuals; encourages proactive, creative, daring, innovative officials for the common good; builds and improves mechanisms, policies connecting the contingent of commune-level civil servants with district-level authorities to provincial authorities to build a unified public service regime.

Continues to advise on strengthening power delegation between the Government, the Prime Minister, the ministries, the sectors, and local authorities; strengthens the organization restructuring of state agencies.

The focus is on reviewing, rearranging, completing, streamlining agencies under state administrative agencies and public sector units from central ministries and branches to localities; advising levels of authority on the synchronized, unified, comprehensive, and effective implementation of salary reform from July 1, 2024, including coordination with relevant agencies to issue guiding documents on the implementation of the new salary regime according to Resolution No. 27-NQ / TW of the 12th Central Party Committee.

Enhance the implementation of the organization restructuring of administrative units

Decentralize and delegate authority between the Government, the Prime Minister, ministries, and local authorities to overcome blockages, promote the dynamism, creativity, and autonomy of localities.

Strengthen the implementation of the organization restructuring of administrative units in a streamlined, effective manner, with a focus on reviewing and rearranging public sector units of central ministries, branches, and localities; resolving excess staff after the organization restructuring of agencies and administrative units at all levels.

Continuously implement the comprehensive public administration reform program; accelerate administrative reform, especially administrative procedure reforms, institutional reforms, organizational reforms, public service reforms, and the construction and development of E-government, Digital government; innovation, improvement of the quality and efficiency of the PAR INDEX and SIPAS Index evaluation.

In addition, strengthen digital transformation to improve the management and administration efficiency of the Ministry of Internal Affairs, the Internal Affairs sector, with an emphasis on completing the entire specialized data to ensure the connection and integration of ministries, sectors, and localities.

Comprehensively implement the rearrangement of administrative units

Comprehensively, resolutely, and effectively implement the Conclusion of the Politburo and the Resolution of the Standing Committee of the National Assembly, the Resolution of the Government on the rearrangement of district-level and commune-level administrative units in the period of 2023-2025.

In which, complete the rearrangement of district-level and commune-level administrative units before the 4th quarter of 2024 to stabilize the organization of party congresses at all levels in localities in 2025.

Strengthen foreign affairs on all fronts; effectively cooperate with international organizations in public affairs, scientific research, training, and personnel development in the Internal Affairs sector; focus on training young officials to provide leadership and management personnel at all levels of the Ministry of Internal Affairs.

Strengthen policy communication in the internal affairs sector

Attach importance to information and communication work; promote policy communication in the Internal Affairs sector to create consensus and mobilize the political system, officials, civil servants, and all social classes to participate in building the state administrative system and new mechanisms and policies to meet the country’s development requirements in the present period.

Minister of Internal Affairs Phạm Thị Thanh Trà believes that in 2024, with a sense of responsibility, high determination, great effort, and the spirit of overcoming difficulties of the contingent of cadres, civil servants, officials, and workers, the entire Internal Affairs sector will continue to strive to achieve the highest performance of the set tasks,contributing to the comprehensive development achievements of the country in the XIII Party Congress term.
