Thu Duc district: 70% of land will be transferred by the end of the year for the construction of two sections of Ring Road 2.

It is anticipated that 70% of the land will be handed over by the end of November 2024 to commence the two phases of the Ring Road 2 project in Thủ Đức city (Ho Chi Minh City).

The content was announced at the conference to implement the compensation, ground clearance, and resettlement work for the investment in constructing Ring Road 2 in Thu Duc City, organized by the People’s Committee of Thu Duc City (Ho Chi Minh City) on the morning of February 3rd.

In 2023, the People’s Council of Ho Chi Minh City approved two investment resolutions to construct two sections of Ring Road 2, with a cross-section scale of 67m. Section 1 runs from Phu Huu Bridge to Vo Nguyen Giap Street, about 3.5km long, with a total investment capital of 9,328 billion VND. Section 2 runs from Vo Nguyen Giap Street to Pham Van Dong Street, about 2.8km long, with a total investment capital of 4,543 billion VND. The two projects cover a land area of ​​61.51 hectares in 6 wards of Thu Duc City: Tang Nhon Phu B, Phuoc Long A, Phuoc Long B, Binh Tho, Truong Tho, and Linh Dong; approximately 935 affected cases.

    

These are important projects to create consistency, improve connectivity, shorten transportation routes for goods, and solve traffic congestion in the existing urban area, connecting urban areas and major transportation hubs such as Cat Lai – Phu Huu Port, and airports …

    

Vice Chairman of the People’s Committee of Ho Chi Minh City Bui Xuan Cuong said that for many years, Ho Chi Minh City had to balance its narrow resources allocated to various projects, and now it has had enough conditions to allocate capital for Ring Road 2. In addition to Ring Road 3 currently being implemented, completing Ring Road 2 is important to expand the development space, connect urban areas, transport goods … and contribute to socio-economic development of Thu Duc City and Ho Chi Minh City.

    

The leaders of the People’s Committee of Ho Chi Minh City shared that the work of compensation, ground clearance, and completing the system of ring roads is a top priority for the city. Therefore, the People’s Committee of Thu Duc City needs to be proactive, especially instructing mechanisms and policies for areas with a lot of affected land.

    

Currently, the People’s Committee of Ho Chi Minh City has directed the organization of groundbreaking for two projects in December 2024. On that basis, the People’s Committee of Thu Duc City aims to complete all compensation, support, and resettlement work to ensure that 70% of the land is transferred to the Project Management Board of Ho Chi Minh City’s transportation projects to start construction in December 2024.

    

Chairman of Thu Duc City People’s Committee Hoang Tung said that Ring Road 2 not only connects regions but also serves as a driving force for the socio-economic development of Thu Duc. The locality has detailed plans for implementation, with high determination, and will complete the milestones of ground clearance on time. Thu Duc City will focus on implementing many synchronous solutions from counting, measuring, implementing projects during the Lunar New Year.

    

According to Mr. Hoang Tung, based on the experience of Ring Road 3, Ring Road 2 will be fully digitized from the beginning in the survey and measurement process to improve effectiveness. Thu Duc City also cooperates with Ho Chi Minh City University of Agriculture and Forestry to assign management students to support the wards; review and mobilize cadres from the cadastral office in other wards to strengthen the staff capacity for wards implementing Ring Road 2.

    

The People’s Committee of Thu Duc City also proposed that the People’s Committee of Ho Chi Minh City and the Steering Committee for Compensation, Support, and Resettlement of the City agree to divide the land recovery work into two groups. Specifically, group 1 will recover cases of agricultural land and agreed residential land, and group 2 will recover cases of non-agreed residential land.

    

Ho Chi Minh City’s Ring Road 2 has a total length of about 64 km. The city has invested in the construction and put into operation about 50 km of the route; the remaining 14 km belong to 4 different sections that have not been completed.

    

In addition to the two sections of ground clearance work being implemented this time, Ring Road 2 also has a section from Pham Van Dong Street to Go Dua Junction, 2.7 km long, being invested under the BT form (construction – transfer), with a total capital of over 2,700 billion VND. Meanwhile, the section from National Highway 1 (An Lap Junction) to Nguyen Van Linh Street, 5.3 km long, has not been invested.
