The Quang Ninh Provincial Party Committee’s Inspection Committee (UBKT) has just announced the results of the 68th session held on 1-2.
The 68th session of the Quang Ninh Provincial Party Committee’s Inspection Committee
During this session, the Quang Ninh Provincial Party Committee’s Inspection Committee reviewed the inspection results when there were signs of violations by the Party Committee of Ha Long ward (Van Don district) during the terms of office 2015 – 2020, 2020 – 2025 in leadership, guidance, and implementation of land management, use of land; compensation, clearance of the project to expand road 334 (section from Ao Tien Golf Course to the intersection of road 334) and the entrance road to the Van Don Economic Zone Complex.
The Quang Ninh Provincial Party Committee’s Inspection Committee found that Ha Long and Van Yen Party Committees violated Party principles and regulations; lax leadership, guidance, lack of inspection and supervision resulting in violations of legal provisions by the Ha Long and Van Yen district People’s Committees and many individuals in confirming the origin, land use process, approving, and requesting the issuance of the first land use rights certificate for households and individuals; failure to review the origin of land to establish certificates for houses, land, and assets associated with land for the purpose of implementing the project’s land clearance.
The Party Unit of the Department of Industrial & Commercial Real Estate (now Department of Natural Resources and Environment) in the terms of 1997-2000, 2000-2002, 2003-2005, 2010-2012 failed to inspect and supervise the Department of Industrial & Commercial Real Estate (Department of Natural Resources and Environment) and some heads of department during the 1997-2000, 2000-2005, 2010-2012 period violated the law in appraising, submitting to the Van Don district People’s Committee for approving the first land use rights certificates for households and individuals.
The Party Unit of the Department of Natural Resources and Environment in the term of 2020-2022 failed to inspect and supervise the Department of Natural Resources and Environment (during the 2020-2022 period) and the department head, deputy department head violated the law in submitting the compensation and clearance plan for the project to the Van Don district People’s Committee for approval.
The Party Unit of the Land Fund Development Center (during the term of 2020-2022) failed in leadership, guidance, inspection, and supervision, resulting in the Land Fund Development Center and the Director and some officials of the unit violating the regulations in providing advice to the Van Don district People’s Committee in participating in opinions with the investor – the Van Don Economic Zone Management Board on inaccurately accounted clearance costs, and having to request a large amount of additional funds.
Violations and shortcomings of the above-mentioned organizations and individuals have had serious consequences, causing losses and risks of loss to the State budget of VND 57.36 billion; bad influence on the reputation of the Party and State management agencies.
The Quang Ninh Provincial Party Committee’s Inspection Committee unanimously requested the inspection and disciplinary action against: Ha Long ward Party Committee for the terms of 1995-2000, 2020-2025; Van Yen ward Party Committee for the term of 2000-2005; the Party Unit of the Department of Industrial & Commercial Real Estate (Land Resources and Environment) for the terms of 1997-2000, 2000-2002; 2003-2005, 2020-2022; the Party Unit of the Land Fund Development Center for the term of 2020-2022.
In addition to three individuals who have been expelled from the Party (in 2008) and one deceased individual, the Quang Ninh Provincial Party Committee’s Inspection Committee requested inspection, handling of disciplinary violations against 17 Party members, and leaders and managers, including: Nguyen Hai Ly (former Standing Member of the District Party Committee, former Vice Chairman of the District People’s Committee), Hoang Van Thanh (former Standing Member of the District Party Committee, former Vice Chairman of the District People’s Committee), Vu Xuan Hien (former Standing Member of the District Party Committee, former Vice Chairman of the District People’s Committee), Nguyen Duc Minh (Member of the District Party Committee’s Executive Board, Deputy Chairman of the Van Don district People’s Committee), Chau Quoc Tuan (Member of the District Party Committee’s Executive Board, Head of the District Party Committee’s Propaganda Committee, former Party Secretary, former Chairman of Ha Long ward People’s Committee)…
The Quang Ninh Provincial Party Committee’s Inspection Committee requested the review of responsibilities, examination of responsibilities for 3 Party organizations and 10 cadres, Party members; serious examination, lessons learned for 2 Party organizations and 3 cadres, Party members. The Standing Committee of the Van Don district Party Committee shall promptly rectify the consequences of violations, report the results to the Quang Ninh Provincial Party Committee’s Inspection Committee before April 30.
