The Vietnam Road Administration has decided to conduct an inspection of the contractor selection process for road repair projects funded by the state budget in 2023, which are assigned to the subordinate Project Management Boards. The purpose of this inspection is to assess compliance with the legal provisions and regulations of the Vietnam Road Administration regarding the contractor selection process of agencies and units, with the aim of addressing difficulties, improving the efficiency of the bidding process, and promptly detecting and handling violations of procurement laws.
The inspection team of the Vietnam Road Administration consists of 15 members, led by Mr. Nguyen Manh Thang – Deputy Director of the Vietnam Road Administration. The team will inspect the contractor selection process for maintenance projects carried out by the subordinate Project Management Boards, including the stages of planning and approving the contractor selection plan, preparing and approving the invitation to bid documents, organizing the contractor selection process, evaluating and approving the results, signing contracts, and publishing the results.
The inspection will take place from September 16, 2022, until the actual inspection and the inspection period will begin in the first quarter of 2024.
The Vietnam Road Administration stated that in 2023, it has been allocated over 11,975 billion VND from the state budget for more than 780 maintenance projects covering over 25,000 kilometers of national roads. As of January 30, 2024, disbursement has reached over 11,800 billion VND, achieving 99% (the value of completed and accepted contracts is 12,130 billion VND, reaching 101%).
For the 2024 maintenance plan, the Vietnam Road Administration has been approved by the Ministry of Transport for over 12,063 billion VND. Currently, the Ministry of Finance is reviewing the allocation of the budget.
It is known that the Vietnam Road Administration is currently managing 4 Project Management Boards, namely Boards 3, 4, 5, and 8. Board 3 is based in Hanoi and manages road maintenance projects in the Northern region. Board 4, based in Vinh City, Nghe An Province, manages projects in the North Central region. Board 5, based in Da Nang, manages maintenance projects in the Central and Central Highlands regions. Board 8, based in Ho Chi Minh City, manages projects in the Southern region.
