Singing Karaoke from 10pm to 6am the next morning is subject to a fine of up to 1 million VND
The period from 10pm to 6am the next morning is a time for most people to sleep and rest. Playing music loudly through karaoke speakers during this time can be very disturbing, affecting the sleep of neighbors around.
This is considered a loud noise, causing noise and commotion in residential areas, public places. According to the regulation in Clause 1, Article 8 of Decree 144/2021/ND-CP, if violated, the offender may be warned or fined from 500,000 to 1 million VND.
With the above regulation, families need to be aware of not singing karaoke after 10pm to avoid violating regulations ensuring general quietness as well as the rest time of neighbors.
Singing karaoke beyond the permissible level can be fined up to 160 million VND
In addition to the nighttime rest period, families singing karaoke during Tet also need to pay special attention to the volume of the speakers.
According to QCVN 26:2010/BTNMT standards issued together with Decree 45 of 2022, in apartment buildings, separate houses or adjoining houses… noise caused by production activities, construction, trade, services, and living must not exceed the following levels:
– From 6am – 9pm: 70 dBA.
– From 9pm – 6am: 55 dBA.
If singing karaoke exceeds the maximum allowed noise level according to the above standards, it may be subject to administrative penalties according to Article 22 of Decree 45 of 2022.

In reality, although there are specific sanctions, enforcing penalties for the above behaviors still faces many difficulties because to penalize in this case, there must be noise measuring tools as well as assessment and analysis of the noise level.
For acts causing loud noise from 10pm to 6am, the authority to handle administrative violations belongs to the Chairperson of People’s Committees at all levels or the People’s Police according to Article 68, 69 of Decree 144/2021/ND-CP.
Similarly, in the case of neighbors singing karaoke beyond the permissible noise limit, residents can also report to these authorities for quick handling.
