Currently, the infrastructure investment progress in Thanh Hoa province is slow and lacks synchronization. At the 17th session of the 18th Provincial People’s Council of Thanh Hoa, this “hot” issue was discussed. Therefore, the Chairman of the Provincial People’s Committee of Thanh Hoa has issued Plan No. 36 / KH-UBND dated February 2, 2024, on the deployment of tasks and solutions to accelerate the progress of technical infrastructure investment in industrial clusters in the province.
MINIMIZE 30% OF THE TIME TO IMPLEMENT ADMINISTRATIVE PROCEDURES
Accordingly, the Chairman of the Provincial People’s Committee of Thanh Hoa requested the departments and members of the Council to assess and select investor of industrial cluster infrastructure proactively research and propose additional evaluation criteria for selecting investor of industrial cluster infrastructure, ensuring strictness and improving efficiency in selecting the investor of technical infrastructure of industrial clusters. In the process of performing the state management functions of the member departments of the Council, if it is found that the investor lacks capacity, registers to invest in business infrastructure of industrial clusters with the purpose of “retaining land” for project transfer, the Thanh Hoa Provincial People’s Committee will report and handle the project recovery in accordance with the provisions of law.
The Chairman of the Provincial People’s Committee of Thanh Hoa requested the Department of Industry and Trade to regularly monitor and urge the investors to implement according to the schedule of established industrial clusters. Synthesize reports from relevant departments, district-level People’s Committees and investors, report to the Chairman of the Provincial People’s Committee on a regular basis before the 25th of each month. The Department of Industry and Trade will preside over consulting for the Provincial People’s Committee of Thanh Hoa to consider resolutely recovering projects that are behind schedule due to inadequate capacity or lack of resources to accelerate the progress of construction of technical infrastructure of industrial clusters.
The Chairman of the Provincial People’s Committee of Thanh Hoa requested the departments, boards, sectors, district-level People’s Committees, and towns to concentrate on implementing solutions to remove difficulties and shorten the minimum of 30% of the time to implement administrative procedures as prescribed to accelerate the progress of investment in construction of technical infrastructure of industrial clusters. Implement regular reports sent to the Department of Industry and Trade before the 20th of each month to synthesize reports for the Provincial People’s Committee of Thanh Hoa.
The Chairman of the Provincial People’s Committee of Thanh Hoa requested the investors building technical infrastructure of industrial clusters to comply strictly and fully with their responsibilities in investment in construction of technical infrastructure projects of industrial clusters, develop detailed plans for weekly and monthly progress, ensuring feasibility. Investors allocate sufficient resources to implement approved projects on schedule. Actively solicit, attract, and accept secondary investment projects into the industrial clusters in accordance with regulations; prioritize investors and projects using new technologies, high techniques, minimize environmental pollution.
ENSURE EFFICIENT AND SAVING LAND USE
Regarding the review of building planning, land use planning, land use plans, the Chairman of the Provincial People’s Committee of Thanh Hoa requested the localities to concentrate on reviewing regional building planning, zoning planning, urban planning, general construction planning in accordance with the provincial planning and the land use planning at the district level that has been approved with jurisdiction.
The district-level People’s Committees urgently establish dossiers to submit to the competent authority for appraisal and approval of adjusting non-synchronous planning, ensuring accordance with the provincial planning.
At the same time, district-level People’s Committees, towns, cities focus on reviewing and prioritizing the allocation of land use targets for industrial clusters, ensuring efficient and saving land use. Localities report to the Provincial People’s Committee of Thanh Hoa, submit to the Standing Committee of the Provincial Party Committee of Thanh Hoa for consideration and adjustment of land use targets for some established industrial clusters that have not been allocated land use targets in the land use planning period 2021-2030 and the annual land use plan at the district level. In which, there are Cau Quan industrial cluster, Nong Cong district; Dan ly, Dan Luc, Dan Quyen industrial clusters, Trieu Son district; West-South Phu Tho industrial cluster, Thanh Hoa city….
Regarding the conversion of land use purpose for rice cultivation, buffer forest land and the decision to change the development direction for forest use, the Chairman of the Provincial People’s Committee of Thanh Hoa assigns the localities to enhance coordination with industrial cluster infrastructure investors to urgently complete the procedures, submit to the competent authority for approval of conversion the use purpose of rice cultivation land, buffer forest land, and the decision to change the forest use purpose as prescribed. The Department of Natural Resources and Environment guides, receives dossiers, presides over appraisal, advises the Provincial People’s Committee of Thanh Hoa to submit to the competent authority for approval of changing the purpose of paddy field, forest protection land for industrial clusters, which have been decided to establish by the Provincial People’s Committee of Thanh Hoa.
The Department of Agriculture and Rural Development guides, implements procedures, organizes appraisal, advises the Provincial People’s Committee for submitting to the competent authority to decide on the change the use purpose of forests to implement investment projects in technical infrastructure of industrial clusters that have been decided to establish by the Provincial People’s Committee of Thanh Hoa.
The Department of Industry and Trade advises the Provincial People’s Committee of Thanh Hoa to work with the Vietnam Rubber Industry Group to agree on the transfer of rubber cultivation area to carry out procedures for project land clearance for Thach Binh industrial cluster, Thach Thanh district.
ACCELERATE THE LAND CLEARANCE PROCESS
Next, to determine the specific land prices as the basis for granting Land Use Right Certificates, the Chairman of the Provincial People’s Committee of Thanh Hoa assigns the Department of Natural Resources and Environment to appraise and submit to the Provincial People’s Committee of Thanh Hoa for decision to lease land; implement the determination of specific land prices for each industrial cluster and submit them to the Price Appraisal Council for specific land prices according to regulations.
Regarding compensation, land clearance, and resettlement, the Chairman of the Provincial People’s Committee of Thanh Hoa assigns the localities to focus on removing difficulties and obstacles to accelerate the compensation, land clearance, and resettlement progress according to the schedule of approved industrial clusters by the Provincial People’s Committee of Thanh Hoa.
Regarding the settlement of administrative procedures related to detailed planning, environmental impact assessment reports, infrastructure designs, fire prevention and fighting, technical infrastructure connections, the Chairman of the Provincial People’s Committee of Thanh Hoa requested the localities to urgently implement the compatibility between the 1:500 detailed planning for industrial clusters and construction planning, land use planning, urgently appraise and approve the adjustment of the 1:500 detailed planning for industrial clusters according to their jurisdictions.
The Department of Construction, the Department of Natural Resources and Environment, and the Provincial Police of Thanh Hoa strengthen guidance to investors in formulating 1:500 detailed planning in accordance with the legal provisions on construction, fire prevention and fighting, environmental protection.
The Department of Natural Resources and Environment guides investors in construction of technical infrastructure of industrial clusters to prepare environmental impact assessment reports, submit them for approval as prescribed; concentrate on supporting and completing investment in water use permits or groundwater according to their jurisdiction.
The Department of Construction, the district-level People’s Committees, and towns, based on their assigned tasks and functions, guide and coordinate with relevant units to appraise and approve infrastructure design of projects according to regulations. The Department of Transport, the district-level People’s Committees, and towns, based on their assigned tasks and functions, instruct investors to carry out procedures to connect with national roads, provincial roads, district roads, commune roads, urban roads according to regulations.
The Thanh Hoa Power Company instructs investors to complete dossiers for submission to the competent authority to agree on power connection; meet enough power supply for industrial clusters when they are put into operation. Localities coordinate and support industrial cluster investors to work with water supply projects on their respective localities to reach agreements on adequate water supply for industrial clusters.
According to the plan until 2030, Thanh Hoa province has 115 industrial clusters, with a total area of 5,267.25 hectares. Up to now, Than Hoa province has 45 established industrial clusters (with infrastructure investors) with a total area of 1,675.94 hectares. The total registered capital of investment projects is 11,934 billion VND.
